Background

UNDP jointly with UN Women and in a partnership with the East Europe Foundation (EEF) and the Center for Participatory Development (CPD) started a programme  “Enhancing Women’s Political Representation through improved capacity and enhanced support in Moldova” (Women in Politics) aiming at ensuring an increased participation of women in politics and in the decision-making process by creating an environment conducive to their meaningful participation, and providing support to capacity development of women before, during and after the elections at the central and local levels. It will also seek to promote increased public awareness of women’s contribution to political leadership. The proposed programme will support the realization of women’s rights and commitments undertaken by the Government of Moldova.  

The programme purpose is to support gender equality advocates in creating a favorable environment for advancing women’s right to participate in decision making at national and local levels by influencing legal frameworks and policies to increase women’s leadership and political participation.

The programme consists of two inter-related components, and each UN Agency is responsible for the implementation of activities under particular areas of intervention. UN Women will be responsible for the overall programme implementation, and will be leading the specific parts related to the election legislation review and high level advocacy for Temporary Special Measures (TSM), media capacity development, capacity of CSOs and women candidates, work with the communities and women on identifying their needs, among others. UNDP’s area of responsibility is related to the electoral assistance and administration, parliamentary affairs and capacity building of elected women and  builds further on the results achieved through the previous and on-going support to the institutional capacity development of the Parliament and the Central Elections Commission (CEC) with a focus on enhancing capacities of the Election Management Bodies on gender responsive electoral management and on strengthening capacities of elected women parliamentarians and councillors for performing the elected official’s duties.

The Programme will be managed as a Joint Programme (UN Women and UNDP) on the basis of the UN Moldova Multi-Donor Trust Fund (MDTF). The activities will be implemented in close coordination and cooperation with the on-going UNDP Democracy Programme (2012 – 2016).

Duties and Responsibilities

Under the overall programmatic guidance and direct supervision of the Programme Manager, the incumbent provides effective coordination, technical assistance and guidance for the implementation of programme related components (one coordinator for UN Women component and one for UNDP programme related component) through a range of actions contributing to the design, planning, management, monitoring of relevant programme activities and reporting on the progress and results achieved. The Component Manager applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UN Women and UNDP rules and regulations.
The Component Manager works in close collaboration with other programme partners and their respective teams (UNDP, EEF, and CPD), with the Democracy Programme team, with Programme, Operations, Communications and other programme teams in the Country Office (CO) for effective achievement of results, anticipating and contributing to resolving complex programme/programme-related issues and information delivery.
The incumbent is expected to exercise full compliance with UN Women/UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

The Component Manager, under the supervision of Programme Manager and in close cooperation with the Programme Team and UNDP and UN Women country offices, will ensure the provision of development services and products (commensurate with the scope of the Programme and assigned area of responsibility) of the highest quality and standards to national counterparts and clients through applying HRBA and GE approaches.  More specifically:

Ensure effective support for programme implementation:

  • Ensure the timely and efficient delivery of Component outputs and products, as per the Programme Document, leading to the achievement of expected results.
  • Be responsible for the implementation of the assigned activities under the Programme work plan according to indicators for achieving planned results, as well as for the overall management of the UN Women/UNDP components of the Programme in accordance to UN Women/UINDP rules, regulations and procedures.
  • Liaise with programme partners and the UN Women and UNDP offices to ensure that Component results are achieved and Component resources are managed efficiently and effectively.
  • Provide inputs for the elaboration of the Women in Politics programme work plans, periodic narrative progress and final reports and expenditures status reports to the Programme Manager.
  • Support the programme manager in effectively managing human resources pertaining to the Component, including both staff, consultants and short-term experts; conduct periodic performance appraisals; build, lead and motivate a solid team of professionals.
  •  Support programme to manage efficiently the financial resources of the Component, including budgeting and budget revisions, as well as expenditure tracking and reporting.
  • Continuously record and maintain relevant Component activities, issues, risks, etc.
  • Lead and coordinate the organization of meetings, workshops, conferences, trainings, study tours and related activities relevant to the implementation of the Component.
  • Maintain a continuous effective dialogue with the key stakeholders, partner organizations, international and national advisors and experts in the areas of the Programme intervention in view of identifying synergies and avoiding overlapping of assistance.
  • Maintain a close collaboration with other related programmes, including the Democracy Programme; Joint Integrated Development Project, etc.
  • Ensure high quality information and visibility of the programme activities to the mass media and stakeholders and support mechanisms for exchange of information, experience and lessons learned across Women in Politics and Democracy Programmes and at the local and national levels.
  • Perform any other duties connected directly with the implementation of the Programme as required.

  • Assist in coordinating the exchange of information internally and between the programme partners.
  • Ensure timely and proper documentation of the programme implementation process and products produced in accordance with the UN Women guides.
  • Providing required substantive and administrative support in organizing / conducting variety of programme activities and events.

Required Skills and Experience


Education:
  • Master’s Degree in public administration, law, human rights, gender equality, management or other related areas.Additional training and certification in programme management is a strong advantage.
Experience: 
  • At least 5 years of progressive working experience in the design, management and implementation of programmes and/or working in a relevant position to this post.
  • At least 3 years of experience coordinating capacity building and advocacy initiatives and programmes, particularly with civil society organizations, media, or public sector.
  • Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO or private sector / consulting firm is a very strong advantage.
  • Strong analytical, drafting and communication skills. 
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements:
  • Fluency in oral and written English, Romanian and Russian.
  • Working knowledge of one or more additional languages relevant for Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian or sign language is an asset.
