Background

Under the guidance and direct supervision of the UN Coordination Specialist, the UN Coordination Associate provides leadership in execution of services in the UN Coordination Unit by managing data and facilitating UN activities implementation. The UN Coordination Associate promotes a client-oriented approach.

The UN Coordination Associate may supervise and lead the support staff of the UN Coordination Unit. The UN Coordination Associate works in close collaboration with the operations, programme and project teams of UNDP and other UN Agencies and UNDGO staff for resolving complex UN programme-related issues and information delivery.

Duties and Responsibilities



1. Ensures effective support in preparation and implementation of country programming processes and products, including UN – Moldova Partnership Framework Action Plan (UNPF) and instruments of Delivering as One, focusing on achievement of the following results:
  • Presentation of researched information for preparation of various country programming products and processes including instruments of Delivering as One. Presentation of information/ reports for identification of areas for support and interventions. 
  • Support planning and coordination activities under UN Partnership Framework and instruments of Delivering as One (e.g. Multi Donor Trust Fund, UNPF Steering Committee, One Budgetary Framework, One Communications and One Operations) in cooperation with direct supervisor. 
  • Monitoring and provision of assistance to inter-agency working groups and committees, ensuring full participation of UN Agencies in the implementation of the UN-Moldova Partnership Framework (UNPF) Action Plan 2013-2017 and other instruments of increased coherence. 
  • Consolidation of Inputs of the UN Working Groups to the UN Annual Review/Report and other joint UN Country Team reports.
  • Support implementation in the context of UNPF, UN System reform and MDGs, through a Delivering as One approach.
  • Design and maintenance of UN Country Team and databases. 
2. Supports preparation and implementation of the Resident Coordinator (RC) Work Plan focusing on the achievement of the following results:
  • Support the RC Work Plan’s development and preparation of proposals for funding and cost-sharing.
  • Administrative support for UN Country Team (UNCT) meetings and retreats. 
  • Assistance in the organization of the Human Rights Gala, UN Magazine, and other UN Communications activities.
  • Monitoring and coordination of regular update of Aid Management Platform. Ensure exemption of VAT for eligible UN Projects. 
  • Support in implementation of Mainstreaming Migration into National Development Strategies project (RC component from second phase). 
  • Proper administration of the funds to Support the Resident Coordination (SRC) and other funds for UNCT activities, from procurement/ contracting to monitoring of the SRC fund’s expenditures and preparation of reports for UNCT. Preparation of required budget revisions.
  • Replacing the Executive Associate (Personal Assistant to the UN Resident Coordinator) during annual or sick leave periods.
  • Secretarial and logistical support to the Resident Coordinator, including translation/ interpretation assistance.
3. Provides support to effective advocacy of UN activities in close consultation with the UN Communications Team focusing on the achievement of the following results:
  • Maintenance of up-to-date information on UN system structures and activities in the country. Support quality assurance of the UN Moldova website. 
  • Coordination and preparation of Resident Coordinator’s Office related correspondence and public information material as requested.
  • Providing support to UN’s convening role in the context of the coordination of development partners.

    4. Provides support to the implementation  of the resource management focusing on achievement of the following results:
  • Analysis of information on development partners, preparation of profiles and databases, maintenance of the databases, establishment of contacts with counterparts. 
  • Tracking and reporting on financial resources for UNDAF implementation through the One UN Budgetary Framework.
  • Provision on technical and logistical advice/ support to mission of agencies without field representation.
   5. Ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Synthesis of best practices and lessons learnt on coordination. 
  • Sound contributions to knowledge networks and communities of practice. 
  • Organization of trainings to UN staff on coordination issues.

The key results have an impact on the overall UN programmes efficiency.  Accurate analysis and presentation of information strengthens the capacity of the UN Coordination Unit. The information provided facilitates decision making of the management. In particular, results strengthen overall coordination capacity, operation of UN activities, and implementation of the UN-Moldova Partnership Framework 2013-2017 in support of national strategies and priorities.

Required Skills and Experience

Education:   
  • Secondary Education. University Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field would be desirable, but it is not a requirement.

Experience:   

  • 7 years of progressively responsible administrative or programme experience is required at the national or international level. Experience within UN or other international organizations and knowledge about the UN and Resident Coordinator systems would be an advantage. 
  • Experience in the usage of computers, office software packages, and experience in handling of web based management systems.

Language Requirements:   

  • Excellent written and oral command of English, Russian and Romanian is required. 
  • Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.
