Background

The Moldova Energy and Biomass Project, a 4 year project, funded by the European Union and UNDP and implemented by UNDP aims to contribute to a more secure, competitive and sustainable energy production in the Republic of Moldova through targeted support to the most viable and readily available local source of renewable energy, namely biomass from agricultural wastes.

The project purpose is to increase the use of renewable energy technology significantly through fuel switching and energy efficiency. It primarily focuses on improving heating comfort levels in rural public sector buildings including schools and community centres by using readily available waste straw supplied from local agricultural enterprises. The project will also stimulate local markets for improved household heating, industrial cogeneration, and biomass-based briquetting, as well as raise local capacity in the biomass sector, and promote the benefits of biomass energy and the project.

Duties and Responsibilities

Under guidance and direct supervision of the Administrative and Finance Associate and under overall supervision of Project Manager the incumbent assists in the effective and efficient management of the project through a range of actions, including driving and administrative support management. The employee applies a client-oriented approach consistent with UNDP rules and regulations.

The MEBP Driver works in close collaboration with the Administrative and Finance Associate and other project team members as well as other project teams in the Country Office (CO) for effective and timely achievement of results, anticipating and advising on administrative tasks and smooth operation of the project.

The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Objectives: To provide driving service and assistance in various aspects of project’s administrative management.

Key activities:

Car maintenance and driving:
  • Ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for other related repairs, timely changes of oil, check of tires, brakes, car washing, etc. 
  • Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, preparation of monthly summary of fuel consumption and report to Project Manager;
  • Provide reliable and safe driving services by:
  1. driving project vehicles for the transport of UNDP and project staff and visitors;
  2. delivery / collection of mail, documents, cargo, pouch and other items, 
  3. meeting official personnel and visitors at the airport including visa and customs formalities arrangement when required
  • Ensure safe and timely driving for field trips in- or out-side the country;
  • Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts in the assigned vehicle;
  • Ensure that all relevant UNDP rules and regulations are met if involved in an accident.

Clerical duties:

  • Provide support to the Office Assistant in performing registry-related duties, such as photocopying and archiving correspondence/project files;
  • Distribute the project correspondence/material, mails and project documents;
  • Provide logistical support to Office Assistant in the organization and preparation of workshops, meetings and events, travel and accommodation arrangements for project personnel/consultants;
  • Assist Office Assistant in obtaining quotations for vehicle repairs/servicing;
  • Assume responsibility for the office security;
  • Perform minor renovation works in the project office;
  • Other duties as assigned.

Required Skills and Experience


Education:   

  • Secondary education;
  • Valid driver license.

Experience:   

  • Minimum 3 years of experience in short and long road driving;
  • Safe driving records;
  • Minimum 1 year of experience in administrative work, preferably in an international organization;
  • Good knowledge of Word and Excel is an advantage.

Language Requirements: 
  

  • Fluency in both oral and written Romanian and Russian.
  • Working knowledge of English is a strong advantage.
