Background

In June 2005 the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the developments of an international standard of border and customs control at the Republic of Moldova/Ukraine state border. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was set-up, which is based on a Memorandum of Understanding dates 7 October 2005 and signed between the European Commission’s implementing partner in this endeavour. The initial duration of the EUBAM was 2 years until November 2007. Its mandate has been extended until 30 November 2015.

Duties and Responsibilities

Main objectives of the assignment/scope of work:

EUBAM Liaison Officer in the Republic of Moldova/Head of Field Office Chisinau (hereafter referred to as EUBAM Liaison Officer/Head of Field Office Chisinau) is responsible for:
  • EUBAM´s liaison function with EUBAM partners in Moldova such as Customs Service, Border Police Department and other law enforcement agencies;
  • Planning and overseeing all activities and the day-to-day management of the Liaison Office in the Republic of Moldova and Field Office Chisinau (hereafter referred to as Liaison Office and Field Office);
  • S/he is responsible for the conduct of the staff and the quality of assistance provided by Liaison Office and Field Office to the partner services at relevant locations as well as regular reporting on activities, findings and observations through the EUBAM reporting mechanisms.
Detailed description of activities:
  • Manage and oversee the Liaison Office and Field Office and manage their activities as per the Mission mandate and the Description of Action.
  • Plan and organise the work of the contracted and seconded personnel under his/her direct supervision and responsibility, determine tasks and work plans and monitor results, decide on work schedule and shifts.
  • Liaise and coordinate, in support of implementation of EUBAM Action Plan and various activities, with the Customs Service, Border Police Department and other law enforcement agencies of the Republic of Moldova and law enforcement attachés of EU Member States and other Moldovan authorities.
  • Regularly participate in meetings with Moldovan partner services and represent EUBAM.
  • Ensure discipline and obedience to the Code of Conduct/ Standard Administrative Procedures and instructions issued by EUBAM Headquarters.
  • Oversee planning and implementation of transfer of skills through on-the-job training and support given by EUBAM field personnel to the operational customs or border guards partner services in a live working environment.
  • Ensure that the advice and support provided by the EUBAM field personnel to the partner services is pro-active, considers the provisions of the Moldovan legislation and is in line with rules/regulations of the EU and the best practices of EU member states and follows EUBAM instructions.
  • Maintain daily contacts with EUBAM Headquarters and prepare daily, weekly and ad hoc reports (situation reports, incident reports) to AOSU.
  • Provide support to Mission´s specific operational activities (such as investigations or analysis).
  • Facilitate exchange of information between partner services by organisation of meetings and coordination of joint activities at the local level.
  • Perform any other tasks as assigned.
Main outputs/deliverables:
  • Management of the Liaison Office and Field Office by planning and supervision of contracted and seconded experts and national personnel.
  • Support to implementation of EUBAM Action Plan through coordination with various Moldovan stakeholders (as per EUBAM work plan).
  • Represent EUBAM towards Moldovan partner services (as per EUBAM action plan).
  • Overall responsibility for planning and implementation of monitoring and support activities of the Liaison Office and Field Office (as per EUBAM work plan).
  • Pro-active, relevant and accurate transfer of skills through on-the-job training and guidance provided by the Field Office to the partner services within the range of the Field Office (as per EUBAM work plan).
Monitoring and reporting requirements:

The EUBAM Liaison Officer/Head of Field Office Chisinau reports to the Deputy Head of EUBAM who is responsible for appraisal of performance and quality of work deliverables. Reporting takes place through written and verbal briefs.

Required Skills and Experience

Education:
  • Master’s degree in law, economics, social sciences or a related field or Diploma from Police/Customs/Border Police or Border Guard Academy complemented with minimum 8 years of relevant working experience and specialised training.
Work Experience:
  • Experience as national or international law enforcement official or civil servant of an EU Member State or EU institution.
  • At least ten (10) years of relevant professional experience in border police/guards and/or customs management, law enforcement, crisis management or related fields, of which at least 5 years at management level.
  • Experience with projects related to law enforcement services or with EU/EC border/police missions in transition or developing countries is an asset.
  • Demonstrated ability to decisively build and manage teams in a multicultural environment and to manage complex partner/stakeholder relationships.
  • Good communication and drafting skills.
Language Requirements:
  • Fluency in written and spoken English. Knowledge of Russian and/or Moldovan languages is an asset.
Other requirements:
  • Computer literacy (Windows applications).
  • Possibility to obtain a security clearance of at least level “EU Secret”.
Selection methodology:

Long-listed applications will be going through a two-stage technical evaluation process:

Desk review of applications according to the following criteria:
  • Relevance of education/degree - (15 points - Master's degree; 10 points - University degree (lower academic background shall be complemented with minimum 4 years of relevant working experience); 5 points - Customs or Border Guard/Police Academy or similar institution (lower academic background shall be complemented with minimum 8 years of relevant working experience) - 15 points max;
  • Years of relevant experience – 30 points max  - minimum 10 years of relevant work experience, of which at least 5 years at management level;
  • Adequacy of competencies for the assignment and technical skills- 35 points max;
  • Language skills – 10 points max (knowledge of English and Russian or Moldovan – 10 points; knowledge of English – 5 points)
  • National Security clearance of “EU Secret” level – 10 points max
Total: 100 points

Those offerors, who would obtain the passing score of 70 points, are to be invited for the technical interview, which would be scored according to the following criteria:

Technical interview of short-listed candidates:
  • Technical knowledge – 50 points
  • Leadership and managerial skills -30
  • Communication skills – 10 points
  • Language skills – 10 points
Total: 100 points
