Background

The “Support to Parliamentary Development in Moldova” Project aims to enhance parliamentary capacity in carrying out its core functions, thus contributing to viable democracy and open society in Moldova. The project adopts a comprehensive, long-term approach to parliamentary development including strengthening of the legislatures law-making, representation and oversight roles. The project period is four years (2010-2013).
 
The project’s main aims are:
  • To enable the Parliament to carry out immediate functions. This envisages procurement of IT equipment as per a rapid needs assessment conducted during the formulation process. In parallel with this, in the inception phase, the project will assist the Parliament in further enhancing its ICT system and flow of information inside the new parliamentary building and training of new MPs.
  • To assist the Parliament in establishing its main mid/long term objectives and goals thus developing, together with all stakeholders, a Parliamentary Strategic Development Plan (PSDP). Parliamentary strategic development planning is the formal consideration of a parliament’s future course. It is a constructive way to support parliaments in the design of their own institutional development plans.
  • To assist the Parliament with the implementation of the PSDP through performance- and results-oriented concrete actions plans. The activities will focus on achieving the overall objective: Parliament’s institutional capacity, transparency and effectiveness of legislative structures, systems and processes developed and knowledge of legislators and staff expanded through several streams of activities, covering core functions of the Parliament and its management capacity.
  • In order to enhance donor coordination and to avoid duplication of efforts, the project will collaborate closely with other international and/or regional partners in the donor community during the implementation phase.

Duties and Responsibilities

The expected output for the international consultant’s assignment is to evaluate the results from the period March 2010 (start of project implementation) until 30 June 2012, as well as the impact achieved by the project in that period, assess the effectiveness of UNDP support to the project, identify and critically analyze the relevance of the project activities as well as the effectiveness of the implementation modalities. The evaluation will examine whether the activities, outputs and objectives lined out in the project document have been achieved and make recommendations on the way forward in the remaining implementation period until the end of 2013.
 
In order to achieve the stated objective, the international Consultant will have the following responsibilities:
 
  • Conduct a comprehensive desk review of the project documentation in the period 2010-2012,
  • Interviews with relevant Stakeholders,
  • Identify the planned, principle approaches and strategies that were employed in the project to meet the objectives of parliamentary reforms and map out the indicators used for monitoring/ evaluating the implementation and performance of the project,
  •  Assess the design, implementation and results of the project and specifically examine the, relevance, efficiency, effectiveness, impact and sustainability of the project,
  • Evaluate the degree to which the project has been successful, including the extent to which the targeted beneficiaries have benefited from the support,
  • The analysis should differentiate between short and long term effects, with special reference to the parliamentary reform implications. If the results other than the planned ones have been reached, whether they are positive and or negative, these should also be described and analyzed,
  • Assess whether the project implementation support and financing arrangements of UNDP were the most cost-effective to achieve the desired outputs and outcomes; and assess how the project’s management arrangements have been implemented;
  • Identify and analyze the challenges and constraints which confronted the project during its implementation and draw lessons learnt,
  • Assess the impact or prospects of the project enhancing the consideration of cross cutting issues such as gender and European Integration,
  • Prepare and present a comprehensive evaluation report.
The Evaluation of the Parliamentary Support Project will be conducted by two consultants, one local consultant and one international consultant, working together as a team. The international consultant is expected to provide leadership in the execution of this assignment, according to above mentioned responsibilities.

Competencies

  • Strong analytical and drafting skills;
  • Ability to analyze, plan, communicate   effectively orally and in writing, draft report, organize and meet expected results, adapt to different environments (cultural, economic, political and social);
  • Availability to work during the indicated /approved period;
  • Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively;
  • Fluency in English. Knowledge of Romanian or Russian will be an asset;
  • Computer literacy and ability to effectively use office technology equipment, IT tools.

Required Skills and Experience

Academic Qualifications:
  • University / Master degree in Law, Public Administration or related field;
 Experience:
  • At least 7 years of relevant professional experience related to parliamentary development;
  • Experience of advisory work on parliamentary development in transitional or emerging democracies, including Central and Eastern Europe or CIS countries is a strong advantage;
  • Proven technical experience in parliamentary processes, including experience in the field of lawmaking processes, legal analysis and research and functions of the parliament;
  • Experience in working with government institutions, international organizations (successful experience in working with UN agencies is an asset);
DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS
 
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
  1. Proposal: explaining why he/she is the most suitable for the work; the consultant’s understanding of the TOR and the objectives of the assignment, the methodology for carrying out the activities and obtaining the expected outputs, possible problems and how to overcome them;
  2. Financial proposal;
  3. Personal CV including past experience in similar projects and at least 3 references or the dully filled Personal History Form (P11).
FINANCIAL PROPOSAL
 
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  
 
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
 
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
 
EVALUATION
 
Initially, individual consultants will be short-listed based on the following minimum qualification criteria:
  • University / Master degree in Law, Public Administration or related field;
  • At least 7 years of relevant professional experience related to parliamentary development.
The short-listed individual consultants will be further evaluated based on the following methodology:
 
Cumulative analysis
 
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
 
* Technical Criteria weight – 70% (350 pts);
* Financial Criteria weight – 30% (150 pts).
 
Only candidates obtaining a minimum of 245 points would be considered for the Financial Evaluation.
 
Technical Evaluation – Criteria and maximum obtainable points:   
  • Relevant University Degree - 30 points;
  • At least 7 years of relevant professional experience related to parliamentary development - 50 points;
  • Experience of advisory work on parliamentary development in transitional or emerging democracies, including Central and Eastern Europe or CIS countries is a strong advantage - 50 points;
  • Proven technical experience in parliamentary processes, including experience in the field of lawmaking processes, legal analysis and research and functions of the parliament - 40 points;
  • Experience in working with government institutions, international organizations (successful experience in working with UN agencies is an asset) - 30 points;
  • Strong analytical and drafting skills - 20 points;
  • Fluency in English. Knowledge of Romanian or Russian will be an asset - 30 points;
  • Interview (demonstrated technical knowledge and experience; communication/interpersonal skills; initiative; creativity/resourcefulness) - 100 points.
     
    Maximum Total Technical Scoring - 350 points
  • Financial evaluation

    • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150
    • S – score received on financial evaluation;
    • Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
    • F – financial offer under consideration.
    • Winning candidate

      • The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).
