Background

In June 2005 the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the development of an international standard of border and customs control at the Republic of Moldova/Ukraine state border. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was set-up which is based on a Memorandum of Understanding dated 7 October 2005 and signed between the European Commission, the Republic of Moldova and Ukraine. UNDP is the European Commission’s implementing partner in this endeavor. The initial duration of the EUBAM was 2 years until November 2007.  Its mandate has been extended until 30 November 2015.

Duties and Responsibilities

Main objectives of the assignment/scope of work:

The Border Control Procedures Specialist works in the Analysis Cell under the supervision of the Head of Analytical and Operational Support Unit and is responsible for enhancing the border control procedures (checks and surveillance) and their implementation in line with EU standards for EUBAM Border Guard/Police partner services.
The Border Control Procedures Specialist respects confidentiality clauses regarding any sensitive and confidential information, which s/he obtains or accesses in connection with the activities.

Detailed description of activities:

  • To provide pro-active advice and support to the partner’s border guard/police services in the practical working environment on the basis of the relevant Moldovan/Ukrainian legislation.
  • To identify needs/gaps based on gathered information from the operational level and propose amendment of the procedures or legislative acts in line with EU and Schengen standards/best practices to the administration of the relevant services.
  • To improve operational capacity of partner services through transfer of skills and EU best practices with the aim of creating more effective border control.
  • To follow up further developments within the Schengen Regulations in order to provide updated advice to the partner services.
  • To provide training, seminars, workshops to the partner services regarding matters related to the Schengen Regulations and enhanced modern border control procedures.
  • Based on requests from Field Offices, to guide and support on cases related to border control at operational and tactical levels.
  • Contribute to drafting of regular (weekly, monthly, annual) and ad hoc reports (incident, thematic, special).
  • Perform other tasks as assigned.

Main outputs/deliverables:

  • Advice through written inputs (drafts, comments, opinions, proposals and recommendations) to Moldovan and Ukrainian partner services related to functional and procedural issues in the field of border control procedures (as per EUBAM work plan).
  • Training courses, workshops and seminars to partner services on border control procedures (as per EUBAM work plan).
  • Consultations on a variety of topics related to development and implementation of border control procedures with the Moldovan and Ukrainian partner services (as per EUBAM work plan).

Monitoring and reporting requirements:

The Border Control Procedures Specialist reports to the Head of Analytical and Operational Support Unit who is responsible for appraisal of performance and quality of work deliverables. The reporting takes place through written and verbal briefs.

Required Skills and Experience

Education:

  • Master’s degree in law, public administration or a related field or Diploma from Border Guard/Police Academy complemented with minimum 8 years of relevant working experience and specialized training.

Work Experience:

  • Experience as national or international law enforcement official or civil servant of an EU Member State or EU institution.
  • Minimum of ten (10) years of previous experience in border control issues.

Languages:

  • Fluency in written and spoken English.
  • Knowledge of Russian, Romanian and/or Ukrainian is an asset.

Other requirements:

  • Computer literacy (Windows applications). Experience with data analysis and research software.
  • National certificate of no criminal record.

Long-listed applications will be going through a desk review and further technical interview of short-listed candidates. The following methodology will be used for evaluation: 

  1. Educational background (10 - Master's degree; 5-University degree; 5 - in case of lower academic background (Border Guard/Police Academy or similar institution), it shall be complemented with minimum 8 years of relevant working experience.) - 10 points max;
  2. National certificate of no criminal record - 10 points max;
  3. Language Skills (8 - only Eng; 2 - only Russian) - 10 points max;
  4. Interview (50 - technical knowledge and relevant experience; 10 - communication/interpersonal skills; 10- motivation) - 70 points max;
  5. Total Score 100 points
