Background

The incumbent will manage the implementation of the UNDP project  “Strengthening the corruption prevention and analysis functions of the National Anticorruption Center”

The project is part of the UNDP Moldova Effective Governance Cluster having the overall objective to support the Government in the implementation of its wider reform agenda, the Government Activity Programme and the National Development Strategy Moldova 2020, and in particular to assist the Government through developing the capacities required for achieving a steady progress in the reform process.

The overall project Objective is to contribute to the effective prevention of corruption, by means of improved and innovative mechanisms facilitating corruption risk assessment, corruption proofing of draft legislation, integrity testing and public awareness raising to foster zero-tolerance towards the phenomenon. The project seeks to catalyze the emergence of the strongest possible national anticorruption institution, the National Anticorruption Centre (NAC) and to strengthen its corruption prevention and analysis functions in order to maximize their impact. On the one hand the project will build the capacities, independence and empowerment of this institution in corruption proofing as well as mainstreaming zero-tolerance, on the other hand it will support the mainstreaming of prevention of corruption practices throughout the public administration. The project, while focusing on the NAC, will seek to engage all the stakeholders at the national level, including public institutions, civil society, media and businesses. Particular attention will be given to engaging youth and women.

Duties and Responsibilities

The Project Manager under the direct supervision of the Cluster Leader and in close cooperation with the National Project Coordinator, will ensure the provision of development services and products (commensurate with the scope of the Project) of the highest quality and standards to national counterparts and clients through applying HRBA and GE approaches.  More specifically:

 

  1. Ensure the timely and efficient delivery of Project outputs and products leading to the achievement of expected results;

  2. Within the strategic framework concerted with the national counterparts, prepare work-plans reflecting the scope of activities, timing, sequencing, cost and other inputs for the implementation of the Project activities;

  3. Be responsible for the implementation of the Project work plan according to indicators for achieving planned results, as well as for the overall management of the Project in accordance to prevailing UNDP rules, regulations and procedures;

  4. Liaise with the national counterparts, donors and the UNDP office to ensure that Project results are achieved and Project resources are managed efficiently and effectively;

  5. Present work-plans, periodic narrative progress reports and expenditures status reports to the Project Board and UNDP Country Office;

  6. Ensure the effective management of human resources pertaining to the Project, including staff, consultants and short-term experts; conduct periodic performance appraisals; build, lead and motivate a solid team of professionals; develop terms of reference for international and national consultants;

  7. Manage efficiently the financial resources of the Project, including budgeting and budget revisions, as well as expenditure tracking and reporting;

  8. Continuously record and maintain relevant Project activities, issues, risks, etc. in the UNDP Atlas Project Management Module (software platform);

  9. Lead and coordinate the organization of meetings, workshops, conferences, trainings, study tours and related activities relevant to the implementation of the Project;

  10. Identify key performance indicators as well as develop and maintain a monitoring system to ensure effective information sharing, provision of feedback and elaboration of top quality progress reports;

  11. Ensure high quality information and visibility of the Project activities to the mass media and stakeholders;

  12. Promote knowledge sharing and building among partners and stakeholders. Research, collect and analyze any relevant information (including foreign experience) regarding institutional capacity development programs with a particular focus on anti-corruption institutions;

  13. Perform any other duties connected directly to the implementation of the Project as required, i.e.:

  14. Support the Cluster Leader and CO Programme Unit in Programme development, formulation and strategic processes with substantive contributions.Engage with relevant donors and contribute to the CO resource mobilization efforts.

  15. Support the implementing partners in managing donor contributions in a coordinated way towards achieving common objectives in the programme area.

The key results have a direct impact on the overall successful achievement of the Government’s wider reform agenda, the Government Activity Programme 2015-2018, the National Development Strategy Moldova 2020, and the national Anticorruption Strategy 2011 – 2015. The key results have a direct impact on the overall successful achievement of the UN-Republic of Moldova Partnership Framework Outcome 1.1: “Institutional Strengthening: Increased transparency, accountability and efficiency of central and local public authorities”. Accurate analysis and presentation of information enhances UNDP’s position as a strong development partner.  The information provided facilitates decision-making of the Project Steering Committee, the Beneficiary and UNDP management.

Required Skills and Experience

Education:

  • Master’s Degree in law, human rights, public administration or other related areas. Additional training and certification in project management would be an advantage.

 

Experience:

  • At least six years of professional experience, including at least five years of progressive working experience in the design, management and implementation of projects and/or working in a relevant position to this post;

  • Previous experience of work in the field of anticorruption;

  • Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO or private sector / consulting firm is a very strong advantage;

  • Extensive experience in managing a multidisciplinary team;

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

     

    Language and UN values requirements:

  • Fluency in oral and written English, Romanian and Russian;

  • Knowledge of one or more minority languages relevant for Moldova, including Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset;
