Through the Electoral Support to Moldova Project, the United Nations Development Programme assists the Central Electoral Commission of Moldova (CEC) to implement its plans to strengthen and improve electoral processes in Moldova. The State Automated Information System – Elections (SAISE)
In April 2008 the Parliament of Moldova approved Law 101 for the development of an integrated automated system for election management, including a register of voters. One of this Project’s major objectives is to assist the CEC in its pursuit of this electoral vision, through the staged development and deployment of the State Automated Information System – Elections, also known as SAISE, at all elections in Moldova.
SAISE is a comprehensive Election System which integrates all the IT tools and functions needed by an Election Management Body (EMB) to conduct Elections. SAISE has been developed in C# .NET Framework 4.0 using Visual Studio 2010 and SQL Server 2008.
The project is, through this advertisement, seeking to establish a register (‘roster’) of consultants who are qualified and interested to undertake assignments related to the SAISE in the future. Such assignments will have specific terms of reference and could range from one day to many months, depending on the needs of the CEC. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
The project will create a register of suitable consultants. If the CEC requests additional IT support from the project, a specific terms of reference will be that sets out the tasks, deliverables and timeframes will be drafted. The terms of reference would then be sent to all consultants on the roster who would be invited to submit an expression of interest along with their proposed fee for the specific assignment.
When contracted, Information Technology Consultants will work under the general direction of the Chief Technical Advisor and the Central Electoral Commission for achievement of tasks, as part of a team with CEC IT staff. A direct supervisor will be notified at the time of each assignment.
We foresee future short or long term assignments with the Project could take the form of:
(a) development work to build new modules of the SAISE;
(b) development work to amend or modify existing modules of the SAISE (such as in response to legislative or procedure change); or
(c) work to support and monitor the use of the SAISE by the CEC during electoral events.
All software-based assignments must be done under the following conditions:
be done in C# (ASP.Net Framework 4.0) using Microsoft Visual Studio 2010;
be fully documented to the agreed project standard;
Have data stored in the CEC MS SQL SERVER 2008 database;
Be integrated fluently with the existing Web Based SAISE system;
Have each function (buttons, text inputs, selection lists, etc.) protected with the existing permission structure of Users have Roles and Roles have Permissions;
Logged all changes to information against the logged on user with a full history and audit trail;
Keep history related to a specific election (referendums, local elections as well as parliamentary elections) dynamically in the Database via relational links;
Follow the standard design Patterns and Practises advocated by Microsoft Developers Network
Include the compilation of all relevant documentation according to the CEC’s needs.
MINIMUM REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
A minimum of 3 years of progressively responsible experience in planning, design, development, implementation and maintenance of information systems or related area;
Experience in Microsoft Visual Studio 2010;
Experience in Microsoft SQL Server 2008 and SSRS;
Experience in development of ASP.NET (ASPX);
Proficiency in written and spoken Romanian and Russian
