BACKGROUND

The project “Transitional Capacity Support for the Public Administration of Moldova” was designed upon the request of the Government of Moldova to enhance capacities of the Moldovan Central Public Administration in order to accelerate the reform process and achieve Moldova’s short-and medium term development goals. The project seeks to address urgent short-term capacity needs of the public administration at a time when Moldovan central government institutions face serious financial and human resources gaps. In addition to helping the Government pursue critical reform priorities, the intervention is designed to catalyze the on-going implementation of central public administration reform. It is coordinated and managed by the United Nations Development Program (UNDP) and State Chancellery of Moldova and will complement on-going work by other donors.
The Government of the Republic of Moldova Activity Program “European Integration: Freedom, Democracy and Welfare" (2011-2014) stipulates that a large-scale reform of the Moldovan Health System, in line with EU standards and requirements, represents one of the main priorities for the country. A roadmap “Boosting up Reforms: Addressing the Health Sector’ Needs through Investment Policies, 2012-2014” was developed by the Ministry of Health (MoH) to ensure an appropriate step-by-step implementation of the envisaged reforms. The document highlights a series of structural changes aimed at a more efficient management of country’s health systems, with the ultimate aim of providing high quality medical services which are in line with existing needs and represent best value-for-money.   

The Strategy for the Development of the Health Systems (2008 – 2017) acknowledges the fact that strategic, targeted communication is crucial for a successful implementation of the reforms in the health system, which would affect the whole Moldovan population. It envisages that the elaboration and implementation of a Communication Strategy would constitute a key activity throughout the reform period.

Through the herein assignment the MoH has requested the support of an experienced national communication expert, to assist with the elaboration and implementation of a medium term Communication Strategy and an Action Plan (2012 – 2014).

 

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

The scope of the work of the National Consultant is to provide technical assistance, guidance and day-to-day transfer of knowledge to the staff of the Information and Communication Service of the MoH to develop, implement and co-ordinate a Communication Strategy and Action Plan (2012-2014), in order to better reflect the structural reform changes initiated by the Ministry.
In order to achieve the stated objectives, the National Consultant will be responsible for:

  • Undertaking a baseline diagnosis of the skills, methods, and systems in place in the MoE in the area of communication and the lessons learned under the current Communication Strategy (2008-2011) and subsequently supporting the development and implementation of a new mid-term Communication Strategy and Action Plan (2012-2014), which would take account of lessons learned and will promote new visions and tools on how to communicate with key stakeholders;
  • Providing relevant support to the spokespersons of the Minister and Deputy Ministers of Health  in communication with the public at large and media; promoting an institutional culture where there is a ‘real’’  Press Officer, authorized to speak on behalf of the Minister and Deputy Ministers on health issues;
  • Elaborating a Communication Guide and toolkit for the health sector, including templates for media monitoring, press releases, press conferences, briefings and other relevant communication activities; subsequently supporting with the application of the methods and tools included the Guide;
  • Assisting with the organization of national and local level communication events in the context of the reforms of the health sector, including identification of key target groups, development of communication messages, preparation of event scenarios and other relevant support;
  • Providing recommendations for establishment of an efficient system of handling information, including requests from the media and civil society, and disseminating and coordinating information within Governmental structures, both internally (from top to next levels of authority), as well as externally (e.g. National Health Insurance House, Ministry of Finance etc); 
  • Prepare monthly progress reports of the component activities and annually final report
  • Perform any other related activities which may emerge during the course of time in line with the agreed tasks and responsibilities

 

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

I. Academic Qualifications:

  • University degree in communications, journalism, and/or public relations; Master degree in the respective areas will constitute an advantage;

II. Years of experience:

  • 3-5 years of experience in the areas of communications, journalism, public relations or other related field;
  • Experience in advising public sector officials and organizations in Moldova on strategic communications,  participatory consultation processes, media relations, development and implementation of information campaigns;
  • Experience in drafting medium-term strategies and action plans in the area of communication, public consultation and public relations, including monitoring and evaluation tools;
  • Experience in co-coordinating and organizing national and local level communication events;

III. Competencies:

  • Proven ability to develop close working relationships with government officials, press secretaries, NGOs, the media and donor representatives; 
  • Proven ability to design and deliver presentations and training programs;
  • Skills in knowledge transfer techniques, such as coaching and mentoring;
  • Demonstrated skills in the elaboration of user-friendly communication templates and other written guidance;
  • Ability to work in a team;
  • Proficiency in Romanian, Russian and English;
  • Excellent writing and presentational skills;
  • Computer proficiency, including knowledge of MS Office products (Word, Excel, Power Point).

FINANCIAL PROPOSAL

The financial proposal shall specify a total amount per month. Payments are based upon progress on the monthly deliverables specified in the TORs.
