Background

Through the Electoral Support to Moldova Project, the United Nations Development Programme assists the Central Electoral Commission of Moldova (CEC) to implement its plans to strengthen and improve electoral processes in Moldova.  The Project aims to help the CEC achieve the following goals:
 
  • An improved voter register and better handling of electoral information.
  • Suitable and sustainable capacity in the Central Electoral Commission to manage elections.
  • A more transparent and trusted electoral process.
  • Improvement in the underlying electoral framework.
The Project has previously supported the delivery of a BRIDGE Train the Facilitator workshop as well as workshops on various modules. There is now a pool of accredited and semi-accredited Moldovan BRIDGE facilitators within the CEC and partner organisations.
 

Duties and Responsibilities

A five-day workshop is being planned to be held in Chisinau, November 2011.  The workshop will focus on the Voter Registration module. UNDP wishes to contract a BRIDGE facilitator at the Accrediting level or higher to join the facilitation team for this workshop, which will be a mixture of fully and partially accredited Moldovan facilitators along with an international voter registration expert. The contracted facilitator is also required to deliver a one day workshop for the current pool of Moldovan facilitators as part of the project’s support for the further professional development of these facilitators. 
 
The facilitator will be required to be in Chisinau from 7 to 22 November (subject to agreement with the selected contractor).

Competencies

  • Proficiency in written and spoken Romanian or English.
  • Previous facilitation of BRIDGE modules to members and staff of established electoral management bodies - 3 years.
  • Experience working on electoral issues in Eastern Europe/CIS.

Required Skills and Experience

Education:
  • Full BRIDGE accreditation as an accrediting facilitator or higher.

Experience:

  • Minimum 5 years in electoral management and/or voter registration gained through working with an electoral management body or international organisation.
