The “Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration” project has the overall objective of strengthening the institutional capacity of the MFAEI so that it can exercise its functions in a more efficient manner, operate transparently and fulfil its European Integration commitments. The Project also aims to contribute to the development of the capacities of the MFAEI and the Negotiation Team (comprising of representatives from different Moldovan public institutions) for European Integration, with immediate focus on negotiating of the Association Agreement between the European Union and the Republic of Moldova and implicitly its implementation. 

The Project will contract a National Consultant to ensure increased transparency when communicating (internally and externally) the progress of reforms implemented by the Ministry of Foreign Affairs and European Integration.


Tasks and responsibilities

  • Promote the results and achievements of the reforms Ministry of Foreign Affairs and European Integration (with special emphasis on to raising awareness about the benefits, opportunities and responsibilities brought by the integration of Moldova with the European Union values and norms);
  • Support to develop the Annual Communication Work Plan for the Public Relations and Mass Media Department of the MFAEI;
  • Advise and coach Mass Media Department in implementing new communications tools and approaches;
  • Support Public Relations and Mass Media Department in organizing public events for media;
  • Assist the MFAEI in the implementation of the communications strategy and work plan;
  • Contribute to creation, promotion and maintenance of public information campaigns on MFAEI activities;
  • Development of close contacts with press-services of government institutions, multilateral and bilateral donors, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
  • Support MFAEI/ Mass Media Department to provide effective responses to inquiries for public information materials;
  • Provide necessary support (to Project Team) to ensure visibility, availability and accessibility of information related to MFAEI`s Call Centre activity;
  • Fulfill the UNDP guidelines on Communication and Visibility, efficiently cooperating with the UNDP Communications Officers and other project units communications specialists;
  • Other related responsibilities as required.


Qualifications and skills required

  • Advanced university degree in Journalism/Mass Communications or related fields;
  • At least 5 years of experience in working with mass-media;
  • In-depth knowledge and understanding of development issues and relevant work experience;
  • Experience in managing Communications or PR work, including maintaining Web Pages; 
  • Experience in working with international organizations (successful experience in working with UN agencies is an asset);
  • Knowledge of the government institutions and PR agencies, news agencies;
  • Experience of developing and performing communication acts specifically targeting foreign affairs/European integration matters;
  • Ability to analyze, plan, communicate effectively  orally and in writing, draft report, solve problems, manage PR projects/ events, organize and  meet expected results, adapt to different environments (cultural, economic, political and social).
  • Fluency in English, Romanian and Russian orally and in writing;
  • Excellent interpersonal skills, solid judgment/ decision making, initiative and creativity. Be a team player;
  • Computer literacy and ability to effectively use office technology equipment, IT tools.

The financial proposal shall specify a total amount per month. Payments are based upon delivery of the services specified in the TOR.
