Organizational Setting and Background

Under the guidance and direct supervision of the CEC Communication Center Manager, and under overall supervision of the PR & Media Assistant, the CEC Communication Center ManagerAssistant will assist in running CEC Media Center and the CEC Infomation Booth and provide logistical / administrative assistance to the CEC Communication Center Manager. The Assistant demonstrates a client-oriented approach, tact and ability to work with people of different national and cultural backgrounds.

The Electoral Support to Moldova project is designed to support democratic development in Moldova through strengthening of the electoral processes over the coming electoral cycles up to 2013. The key areas of development assistance include improved voter register; use of IT in election administration; enfranchisement of diaspora; capacity building of electoral staff; enhanced transparency of the electoral process through use of media, voter education and observation; legislative reform; and direct support for procurement of specific election materials.

 

Job Content & Specific Activities

  • Basic maintenance of the CEC Media Center and the Information Booth;
  • Maintain computers, phone lines and all other material proposed by the Media Center and the Information Booth;
  • Insures presence and replaces Communication Center Manager in the Media Centre and Information Booth during night shifts on the elections day, as well as for pre- and post- elections day periods;
  • Insure presence in the Information Booth to answer citizens requests, keep and update attendance sheets in Information Booth to track usage of service provided.
  • Maintain archives and all material displayed in the Information Booth.
  • Logistical and administrative assistance and support to the CEC Communication Center Manager;
  • Occasional medium-level interpretation and short written translation for the PR & Media Adviser;
  • Provide press abstract tracking news pertaining to elections (technical) and CEC.
  • Perform other functions/tasks as required.

Key deliverables

The key results will be the facilitation of access to information from the CEC to the media and a fully equipped and functional Information Booth.

Knowledge and skills

  • University/Master Degree in Public Relations, Journalism, Law, Political Science, or other related field.
  • Experience in usage of computers, printers and office software packages (MS Word, Excel, etc);
  • At least one year of progressively responsible experience at the national or international level in the areas of democratic governance, elections, public administration, rule of law and/or other related field is an advantage;
  • Previous experience in media and communications, governmental institutions, IT technologies is a very strong advantage;
  • Strong operational and communication skills;
  • Fluency in both oral and written Romanian and English is a must. Knowledge of Russian is very much desired.
