INTERNATIONAL CONSULTANT: COMMUNICATIONS OFFICER

Background

In June 2005 the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the development of an international standard of border and customs control at the Republic of Moldova/Ukraine state border. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was set-up which is based on a Memorandum of Understanding dated 7 October 2005 and signed between the European Commission, the Republic of Moldova and Ukraine. UNDP is the European Commission’s implementing partner in this endeavor. The initial duration of the EUBAM was 2 years until November 2007.  Its mandate has been extended until 30 November 2011.

 

Duties and Responsibilities

• Planning and elaboration of communications needs assessments for EUBAM;
• Elaboration of the EUBAM communications and outreach strategy based on corporate EU and UNDP standards;
• Constructive and timely advice on inclusion of communications components in programme formulations to integrate advocacy and communication strategies into all aspects of EUBAM;
• Elaboration and implementation of the EUBAM publications strategy and plan based on the EU publications policy;
• Identification and development of storylines for publications and substantive articles contributing to debates on key development issues;
• Coordination and management of all EUBAM publication activities, including content management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination;
• Design of the office web sites based on corporate requirements in cooperation with the IT staff;
• Supervision and preparation of the content for the web sites ensuring consistency of the materials;
• Creation and promotion of campaigns to local and regional media that position EUBAM and influences the development agenda based on current action plan and new initiatives;
• Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the EUBAM annual report and etc;
• Creation, promotion and maintenance of public information campaigns on EUBAM activities;
• Increased coverage and understanding of the EUBAM’s work or practice area through development and maintenance of media contacts and providing newsworthy information to national public and donors;
• Formatting, packaging and submission of respective initiatives for donor review in close collaboration with EUBAM staff;
• Development of close contacts with press-services of government institutions, multilateral and bilateral donors, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
• Ensured access for journalists to subject matter experts;
• Effective responses to inquiries for public information materials;
• Innovative and creative solutions to sensitive or corporately strategic public communications issues;
• Advocacy and promotion of EUBAM mandate, mission, objectives and values;
• Provides advice and support to UNDP inputs to various publications and other documents, if needed;
• Sound contributions to knowledge networks and communities of practice including corporate communications repositories;
• Effective management of the Communications Office, including preparation of the work plans, reports and etc. and supervision/performance appraisal of Communications staff;
• Organization and provision of training, consultancy and advice to EUBAM staff on communications;
• Liaise with respective communications and media officers of the EU and UNDP.

 

Competencies

• Ability to elaborate and implement communications and publications strategies
• Demonstrated effectiveness in developing media campaigns, including well-written information about EU and UNDP, its objectives and activities. 
• Ability to effectively manage an advocacy campaign
• Demonstrates excellent ability to write and communicate orally with accuracy and professionalism
• Ability to effectively plan and manage the Unit
• Communicates sensitively and effectively across different constituencies
• Demonstrates strong IT skills
• Very good overall understanding of border security issues and the ability to present related issues clearly both to a generalist and a specialist audience.

 

Required Skills and Experience

• EU citizenship is required;
• Master’s degree in media relations, journalism, publishing;
• At least 5 years of relevant professional experience at the national or international level in public relations, communications or advocacy.
• Excellent command of written and spoken English; knowledge of Russian will be an asset.
• Familiarity with relevant IT software tools, including power point presentations, web page design, update and maintenance.
• Corresponding national security clearance.

Evaluation methodology

UNDP will utilize a two-stage procedure for evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Technical evaluation will be represented though the desk review of applications and further interview of short-listed candidates. 
 
A) The technical part is evaluated on the basis of its responsiveness to the Terms of Reference (TOR). Namely:

1.      Educational background (10 – Master’s degree; 5-University degree; 5 - in case of lower academic background, it shall be complemented with minimum 8 years of relevant working experience.) – 10 points max;
2.      National Security Clearance– 10 points max
3.      Relevance of the experience and technical expertise – 10 points max
4.      Language Skills (10 - both English and Russian; 8 – only Eng; 2 – only Russian) – 10 points max
5.      Interview (30 - technical knowledge and experience s; 10 - communication/interpersonal skills; 10- motivation; 10 - creativity) - 60 points max
6.      Total Score 100 points

UNDP will consider the price proposals only from the candidates that passed the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposals. Technical evaluation will be represented though a review of applications and further interview of short-listed candidates. The offer with highest scores obtained will receive a technically weighted score which will equal to 70. All other submissions that passed the 70% threshold will be evaluated as per below formula:

A = T/Thigh*(0.7), where:
T     = The total technical score awarded to the bid
Thigh = The Technical Score achieved by the bid that was scored highest among all responsive bids

B) Financial evaluation:
UNDP will contact the successful candidates (those, who obtained 70% out of the 100 points during the technical evaluation) subject of providing the financial offer for proposed specific vacancy. The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
B = Clow /C*(0.3), where: C   = Evaluated bid price and Clow= The lowest of all evaluated bid prices among responsive bids
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal (A+B) will be considered as the most compliant offer and will be awarded a contract.
