Organizational Setting and Background |
The assignment shall be performed under the overall supervision of the Electoral Support to Moldova Project Chief Technical Advisor to the CEC and the Project Manager, and in close collaboration with the international ICT Consultant and designated CEC counterparts.
Over 2009-2010 in the framework of the Electoral Support to Moldova Project there has been developed a number of software modules of the State Automated Informational System “Elections”, including the electronic register of voters module, provided for by the Law 101. The system has been twice tested in small-scale pilot tests in November 2009 and May 2010 in several rural polling stations of Moldova. The current assignment aims at larger pilot test of the developed system, and most notably electronic register of voters, in 45 polling stations during the constitutional referendum to be held in Moldova on 5 September 2010.

Job Content & Specific Activities |
The Pilot Test IT Coordinator will:
- Ensure full functionality of the IT infrastructure for the Pilot Test, including the required software and hardware;
- Supervise and direct the training for the operators and other staff involved in the Pilot Test;
- Provide advice and consultancy to the CEC, operators and other staff involved in the Pilot Test prior to, during and following the Pilot Test;
- Draft and enforce all the additional documentation required for the successful running of the Pilot Test;
- Draft reports and recommendations on the procedures prior to, during and following the Pilot Test.

Knowledge and skills |
- University degree in Information Technology or related discipline would be an advantage;
- Understanding of software design and system analysis;
- Have solid experience of installing and administrating MS SQL Databases;
- Experience in installing and administrating MS Windows Server, MS IIS, Firewalls, Intruder Detection Systems, and Backup Systems;
- Experience in installing and administrating Wide Area Networks or Virtual Private Networks;
- Experience in setting up and running a Helpdesk or Technical Support Centre;
- Experience in coordinating small IT Teams;
- Any Microsoft Certification would be an advantage;
- Training Certificates in SQL Database Management Systems, Internet Web Servers administration, Wide Area Network Administration, Software Engineering would be an advantage;
- Proficiency in written and spoken Romanian and English.
