National Consultant on elaboration of Concept and Requirements specification of the informatics system “Intranet Management System of Centre for Human Rights and National Preventive Mechanism”

Background:
UNDP Moldova, Torture Prevention Project, is looking to contract a National Consultant/IT Expert for elaboration of Concept and Requirements specification of the informatics system “Intranet Management System of Centre for Human Rights and National Preventive Mechanism” that would improve the overall management of the institutions, increase productivity, ensure faster responses to emerging needs and qualitative petitions and complaints handling, ease the data collection, editing and storage, generate statistics on workflow, etc.
Tasks and Responsibilities:
- Asses the capacities of the existing Information Communication and Technology (ICT) resources of the CHR and NPM;
- Analyze the existing information system, information needs (data flow, information and how they are executed at the moment, etc.);
- General design of the new system (defining entrances and exits to/from the system, basic components, interconnections between components, etc.);
- Detailed design (defining the structure of new system at the class level, detailed structure of the database, ways of interconnections between components at a lower level, etc.);
- Provide assistance to the Project team in drafting tender (RFP) related documentation and other related docs in order to prepare launching the Request for Proposal;
- Participate as member of the Evaluation Committee in evaluation of technical offers.
Deliverables:
- Concept of the informatics system “Intranet Management System of Centre for Human Rights and National Preventive Mechanism”.
- Requirements specification of the informatics system “Intranet Management System of Centre for Human Rights and National Preventive Mechanism”.
- Evaluation of Technical Proposals (submitted for Tender/RFP) conducted.
Qualifications and Skills Required:
Education:
- Advanced degree in information technologies or other areas relevant for the assignment.
Knowledge and Experience:
- At least 5 years of advanced experience in system analysis & design and software architecture;
- In-depth knowledge and understanding of ICT and development issues, institutional organization and business management in complex environments, experience in strategic planning processes;
- Knowledge of efficient integration of data collection, imputation, processing and dissemination through contemporary Internet facilities;
- Knowledge of requirements of the Ministry of Information Development regarding informatics systems;
- Knowledge of and working experience with government institutions, NGOs, and other actors in the area;
- Proven experience in working with the international organizations (successful experience in working with UN agencies is an asset);

- Developed skills in communication with different categories of people;
- Skills in analyzing, generalizing, and systematizing of information;
- Skills in developing analytical and informative materials;
- Ability to solve problems, meet expected results, adapt to different environments (cultural, economic, political and social);
- Ability to work in a team;
- Initiative and resourcefulness;
- Excellent knowledge of Romanian. Knowledge of English and Russian will be an asset.
