National Consultant for "Preparation of MDI Transition Strategy" Project

Background:

Parties to the Montreal Protocol on  Substances that Deplete the Ozone Layer are attempting to gradually decrease consumption and, in the final stage, to eliminate production of medical preparations containing CFCs, with a transition to medical preparations that do not contain CFCs (which can be termed "freon-free medical preparations"). However, it is necessary to reliably provide for protection of the health and lives of patients, who must not be endangered. The transition to the use of new forms of medical preparations (DPI and MDI) should proceed according to a certain coordinated strategy.

Tasks and Responsibilities:

  • Contribute to gradual inclusion of  non-CFC MDIs  in the related clinical protocols.
  • Coordination of inclusion of alternative MDIs into a nation-wide medicine subsidy list.
  • Review of legal acts issued by the Ministry of Health of the Republic of Moldova to ensure gradual transition to alternative MDIs.
  • Coordinate modification of alternative MDIs registration process and prohibition of CFC MDIs.
  • Through training and targeted awareness activities, to increase confidence and ensure acceptance of the alternative products by the patients and by the doctors.

Qualifications and skills required:

  • Master’s degree/university degree  in pharmaceutics/  medicine (pulmonology or therapy).
  • Prior experience with the formulation and implementation of projects under international agreements.
  • Ability to communicate effectively with doctors, patients, importers and other stakeholders.
  • Good knowledge of national legislation related to MDI, health, social protection, etc.
  • Good computer skills.
