International Consultant to revise the Concept on Integrated Information System and to provide technical assistance during implementation of the Integrated Information System of the Ministry of Foreign Affairs and European IntegrationVacancy Number: 95 /Pr-2009Background:
The “Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration” project has the overall objective of strengthening the institutional capacity of the MFAEI so that it can exercise its functions in a more efficient manner, operate transparently and fulfil its European Integration commitments. As part of the project workplan UNDP has initiated the development of the information management system within the Ministry in order to accelerate the decision making, improve service delivery and make the Ministry more transparent to the public. In this framework, the concept documentation of the “Integrated Information System of the Ministry of Foreign Affairs and European Integration” and the “Technical requirements and specifications for the information system of the Ministry of Foreign Affairs and European Integration” was developed. Tasks and responsibilities: - Review of the Concept on Integrated Information System of the Ministry of Foreign Affairs and European Integration and Technical requirements and specifications for an information system; - Meet with MFAEI`s representatives and other relevant stakeholders to fully understand priorities plans in terms of Integrated Information System; - Make recommendations for future development and implementation of the Integrated Information System of the Ministry of Foreign Affairs and European Integration; - Develop recommendations as to the suitability of the current software and hardware infrastructure within the MFAEI taking into account newly developed Concept and Technical requirements and specifications for an information system; - Provide coaching and training to the MFAEI`s IT Department during development and implementation of the Integrated Information System; - Identify and mitigate possible risks during the development implementation of the Integrated Information System of the MFAEI; - Prepare draft of the Request for Proposal with special emphasis on the Technical part of the Proposal (Technical Evaluation Criteria) in order to start procurement process and system implementation; - Oversee the evaluation responses to the Request for Proposal, participate in the selection process; - Give an expert review on each stage of the implementation of the Integrated Information System of the MFAEI and provide recommendations/advise to the MFAEI/UNDP Project representatives. Qualifications and skills required: - Advance degree in computer science, public administration, governance and/or other areas relevant for the assignment; - In-depth knowledge and understanding of ICT and e-Governance development issues and relevant work experience; - Experience in project and programme implementation in ICT sector; - Understanding of IT systems; - Minimum of 5 years of experience in ICT area connected with e-government development; - Knowledge of the development and implementation of the documentation management systems; - Experience in working with international organizations and UN agencies in particular; - Knowledge of and/or experience in the region of Central and Eastern Europe would be desirable; - Ability to analyze, plan, communicate effectively orally and in writing, draft reports, solve problems, organize and meet expected results, adapt to different environment (cultural, economic, political and social). - Fluency in written and spoken English, knowledge of Romanian would be an added advantage.
