Peer review of the 2009 National Human Development Report on Climate Change

Background:

 

National Human Development Reports (NHDR) are the main policy analysis and advocacy tool of UNDP. Those reports present independent and objective analysis, applying the human development perspective to priority national concerns and they shape policies and programmes by providing options and broad recommendations on pertinent themes. The NHDR project supports the preparation and publication of National Human Development Reports for Moldova. The preparation of these Reports is based, stylistically and theoretically, upon the annual Human Development Reports of UNDP, and will serve as a vehicle through which the Government of Moldova, as well as UNDP, will be able to study, identify and prioritize Moldova's socio-economic and human development needs. This research will permit the Government to better define target areas for its development policies, as well as to better communicate its needs to donors, NGOs, international and regional organizations when seeking technical and financial assistance. The preparation process represents a culmination of inclusive consultations that help to build consensus among national stakeholders. Its publication is the centre-piece of a dynamic process that involves participatory preparation, extensive dissemination and advocacy, sustained follow-up and impact monitoring.

 

The topic of the 2009 NHDR is “Socio-economic Impacts of Climate Change and Policy Options to Adapt”. The report aims at providing an in-depth assessment of climate change impacts in Moldova and a comprehensive policy analysis and recommendations how to manage and minimize negative impacts, maximize any beneficial opportunities and avert its implications on human development. The recommended policy options for the Moldovan government should be focused on policies and adaptation measures that will benefit the human development of the country. The report should be a vehicle to bring the topic of climate change and its implications for human development in Moldova at the forefront of national discussions and the national policy agenda.

 

A national company has been contracted to conduct the analysis and write the report, an international consultant was giving guidance on the analysis conducted at the sectoral level (incl. agriculture, energy, ecosystems, water, health, transport infrastructure). The pre-final draft to be reviewed by the peer reviewers will have gone through various stages of consultation and comments including review by an international consultant on socio-economic impacts of climate change, climate change experts at UNDP Bratislava Regional Centre, Human Development experts of the UNDP Human Development Report Office (HDRO), national consultations in the form of an Advisory Board meeting and a Round Table. The group of national and international peer reviewers with expertise in the area and representing different parts of the society will (individually) feed into the process with their views and reflections (in their respective field of expertise) on the pre-final draft of the report. The peer review should yield independent recommendations in order to increase the quality of the report, ensure objectivity and consistency.

 

Tasks and responsibilities:

The peer reviewer should read and reflect on the entire report and comment on it (general impressions and specific feedback as described below). Depending on the thematic expertise of the peer reviewer the more substantive feedback can be provided either on the entire report or specific chapters.

 

Tasks:

  1. Read the entire report provided by UNDP.
  2. Provide general impressions on the document,
  3. Specific feedback (e.g. whether conclusions are adequately supported, whether there are points where you may be able to suggest additional sources, whether the links between climate change and human development are sufficient and truly cross-cutting),
  4. Additional short written inputs (paragraphs) to complement chapters and sections where deemed appropriate and necessary (based on the peer reviewer’s field of expertise),
  5. Any other comments you believe would be helpful

 

Qualifications and skills required:

  • Expert knowledge of climate change impacts, vulnerability and adaptation (in one of the sectors covered by the NHDR or in general).
  • Expert knowledge of policy issues and the institutional framework in Moldova (in one of the sectors covered by the NHDR or in general) and socio-economics issues related to climate change.
  • At least 10 years of experience related to climate change or other relevant fields.
  • Significant experience in writing, editing and publishing major report documents for an international and/ or national audience.
