Green Line Operator – Torture Prevention Project

Background:

The European Commission and UNDP undertook cooperation towards the implementation of the “Support to Strengthening the National Preventive Mechanism as per Optional Protocol to the Convention against Torture (OPCAT) provisions”.

The project aims to contribute to progressive prevention of the prevalence/incidence of torture and other cruel, inhuman or degrading treatment or punishment by strengthening the National Preventive Mechanism in compliance with the UN CAT/OPCAT requirements and under overall national human rights protection and promotion system as well as building awareness of the public at large about the mechanism and ways to prevent incidence of torture is an inclusive part of the proposed action.

In this context UNDP is seeking to contract one Green Line Operator that would provide front desk/primary consultancy this way ensuring the maintenance of the established green line     (0 8001 2222) within the Ombudsman/Centre for Human Rights. The systematized information on claims shall be used in the overall analysis and reporting on human rights situation in Moldova undertaken by the Centre for Human Rights and National Preventive Mechanism on annual basis.

 

Main tasks and responsibilities:

  • Ensure the functioning of the toll-free line;
  • Provide  and ensure (free of charge) legal aid/consultancy on human rights issues (with specific focus on incidents of torture, cruel, inhuman and degrading treatment or punishment) to citizens (6 working hours per working day);
  • Record, systematize all incoming inquires and follow-up services provided in toll-free line database (1 working hour per working day); *In total 7 hours per day (from 8:00 a.m. to 3:00 p.m.)
  • In case needed, refer the case to relevant specialized institutions and follow-up on their actions;
  • Keep updated with the legal framework regarding human rights.
  • Draft monthly reports comprising complete data per claims’ category
  • Submit the monthly reports to the CHR and National Preventive Mechanism representatives.
  • Collect the toll-free line success stories and lessons learned.
  • Provide support to CHR and National Preventive Mechanism in developing the final report, which shall contain a comprehensive and substantive analysis of the claims and human rights violations based on the information collected by means of hotline;

 

Qualifications and skills required:

  •  University degree in law, human rights and other relevant areas,
    • Experience in providing legal aid/consultancy;
    • Knowledge about international and national human rights protection standards, systems, instruments and mechanisms;
    • Knowledge about national and international instruments and mechanisms in the field of monitoring and prevention of cases of torture, and other cruel, inhuman or degrading treatment or punishment,
    • Knowledge and understanding of human rights situation in Moldova,
    • Extensive knowledge of government and non-government (national and international) institutions, organizations working in the justice and human rights area,
    • Proved ability to analyze, summarize and evaluate;
    • Proved ability to formulate the ideas both orally and in written;
    • Extensive communications skills ;
    • Excellent computer skills;
    • Excellent knowledge of Romanian and Russian.
    • Responsibility, patience, creativity, punctuality, flexibility.
