UNITED NATIONS DEVELOPMENT PROGRAMME IN MOLDOVA announces call for expression of interest for roster of experts/consultants in border management

Background:
Over the last years UNDP has been actively involved in border management programmes in Eastern Europe and the CIS primarily as an active Implementing Partner for the European Commission funded projects. The projects are focused on developing specialized capacities and the interventions are of complex nature requiring speed of delivery (action) and exquisite expertise. The main programmes activities include: EUBAM, BOMCA/CADAP, SCAD, BUMAD, etc. under which qualified expertise is made available to the beneficiaries. There are common situations when UNDP requires rapid deployment of very qualified experts and needs therefore to establish a pool (roster) of consultants/specialists that are able to fulfill at some point duties under one or more of the projects mentioned or in planning stages. Duration of the assignment may very from couple of days to few years, depending on the requirements of the project.
In order to create this pool (roster) of consultants the UNDP invites applications to establish a roster of qualified experts to work for border management projects implemented by UNDP in the region. As UNDP, within the framework of border management programmes, provides assistance at different levels including senior management, middle management and lower field levels, it is expected that the established regional pool will differentiate 3 levels of consultants.
Required fields of specialization of experts:
- Senior Management Experts with customs or Border Police or Police background;
- Middle management experts with customs or Border Police or Police background;
- Integrated border management experts;
- Investigation specialists specialized in the customs and/or police related offences;
- Specialists on organized crime;
- Customs specialists on reorganization;
- Border Guard or Border Police specialists on reorganization;
- Specialists on developing risk profiles;
- Specialists in Implementation of Schengen Acquis;
- Experts on customs tariff and tariff classification of goods;
- Post-clearance control and audit specialists;
- Specialists on institutional reform;
- Strategy, Planning and Performance Specialists;
- Specialist in operational quality control;
- Training specialists;
- Reporting and communications specialists;
- Trade and Transit Facilitation Experts;
- Anti-corruption experts;
- Experts on drug profiling units;
- Safety and security experts;
- Dogs Handler’ Training Experts;
- Information Technology officers.
Competencies
The required specific experience largely depends on the scope of specific function required by each project. The following requirements are indicative and represent the minimum criteria:
- Extensive knowledge of EU Member States’ or EU Institutions’ customs or border management systems;
- Active (or recently retired) national or international law enforcement official or civil servant of an EU Member State or an EU Institution;
- Valid national security clearance, actual level depending on the function to be performed;
Required skills and experience
General qualifications:
- University degree in law, finance, business administration, border management, safety and security, criminology and other fields relevant to the assignment or equivalent; in case of lower academic background, it shall be complemented with minimum 8 years of relevant working experience;
- Proficiency in English language (spoken and written);
- Knowledge of Russian language will be an asset;
- Advanced computer literacy;
- Respect of confidentiality clauses regarding any sensitive/confidential information which could be received or handled in the exercise of the duties
- Experience in planning and delivery of trainings;
- Demonstrated ability to decisively build and manage teams in a multinational environment;
- Good inter-personal and cross-cultural communication skills.
Specific technical experience
- For senior level experts: Minimum 15 years of operational experience, of which minimum 5 years spent at senior management positions is required;
- Experience of working in / or designing of / or managing customs / border guard reform projects / missions in transition countries / other developing countries;
- For middle level Border Guard/Border Police experts: minimum 8 years of relevant professional experience in border management, law enforcement, crisis management, fighting against corruption/trafficking/fraud/organized crime or related fields within the EU Member States or at the European level, of which at least 5 years spent in management positions, preferably in a multinational environment;
- For middle level customs experts: minimum 8 years experience in a customs administration or a related service dealing with customs issues of an EU Member State, an EU institution or an international organization (e.g. World Customs Organization) ), of which at least 5 years spent in management positions, preferably in the multinational environment;
- Relevant operational experience with border police services active in fighting against corruption / trafficking / fraud/ organized crime within the EU Member States or at the European level. Additional operational experience with other law enforcement services in those fields of attention;
- Experience with capacity building projects related to law enforcement services or with EU/EC police missions in transition countries / other developing countries;
- Extensive experience in the areas of risk analysis and customs, including analysis of smuggling and economic fraud patterns, etc.; demonstrated knowledge of latest developments in the EU in this regard;
- Previous experience of working in/for CIS countries will be an asset;
- Knowledge and experience of working with the European Commission and UNDP or the UN system;
- Willingness to undertake field mission(s) to the region.
Evaluation of Applicants
Applicants will be screened against minimum qualifications and specific technical experience set above. Those meeting these criteria will be reserved for Regional Roster for the next 3 years. The candidates included in the regional roster will be further contacted and interviewed for a specific function as required. The selection method of the Consultant will be made in accordance with the quality-cost based selection method (70% technical component and 30% price component), for which the applicants will be requested to submit their price proposal.
