National Consultants to Support the Government of Moldova in the preparation of the ECOSOC report

Background:

As member of the ECOSOC, the Government of Moldova has taken a proactive approach towards Moldovan international commitments and has committed to prepare a report and make a presentation during the 2010 ECOSOC Annual Ministerial Meeting. The thematic focus of the report is "Implementing the internationally agreed goals and commitments in regard to gender equality and empowerment of women".

The objectives of the national presentation and of the national report are an assessment of the progress towards the MDGs and IADGs achievement; exchange of experience and best practices with the ECOSOC members in the field of the implementation of the national development strategies, MDG and IADG achievements; and mobilization of the international community’s support for building up new partnerships with the view to put into practice national development programs.

Tasks and responsibilities:

The expected output for the national consultant’s assignment is to develop a comprehensve ECOSOC Report which will comprise of both a General Chapter and a Thematic Chapter.

a) The General chapter will focus on a comprehensive review of the MDG implementation / international commitments at national level and national development strategy;

b) The Thematic or technical chapter will cover the subject proposed for the ministerial review meeting which for 2010 is on the "implementation of the internationally agreed goals and commitments in regard to gender equality and empowerment of women".

Under the current ToR, the United Nations and the Ministry of Social Protection, Family and Child (the key Ministry responsible for the preparation of the ECOSOC report) intend to hire a team of three national consultants (one Team Leader) for facilitation aupport to the Ministry in preparation of the Comprehensive ECOSOC Report.

Qualifications and skills required:

  • At least a Master’s Degree in international development, Economics, Political Science or any other related equivalent qualifications;
  • Progressive professional experience with proven track records in policy formulation, reporting, International development, monitoring and evaluation for a minimum 5 years;
  • At least basic gender knowledge and gender mainstreaming experience would be an advantage  (Strong knowledge and experience of working in the field of promoting gender equality is required for the consultant developing the Thematic Chapter);
  • Strong analytical and writing skills in Romanian is required. Knowledge of English will be an asset;
  • Experience of working with/for UN and other donors in applying international norms and standards to national and local policies and strategies during at least 5 years;
  • Understanding and adherence to the UN principles;
  • Familiarity with the relevant international and regional human rights law framework, and associated relevant commentary and review documents.
