National Consultants to carry out a number of trainings and to provide coaching for the Ministry of Foreign Affairs and European Integration

Background:

The "Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration" project has the overall objective of strengthening the institutional capacity of the MFAEI so that it can exercise its functions in a more efficient manner, operate transparently and fulfil its European Integration commitments.

Tasks and responsibilities:

The expected output for the national consultant’s assignment is to provide custom-tailored trainings and coaching to Ministry of Foreign Affairs and European Integration. Training implementation period: September 2009 – December 2009. Training modules and their consecutiveness:

  1. Finance for non-financial public sector managers  (5 days);
  2. Training on Management & Logistics (Public Procurement, Inventory Management, Facilities Management, Supply Chain Management) (4 days);
  3. Training on project development and project cycle management (PCM) (5 days).

Qualifications and skills required:

  • Academic background in public administration, public finance, public procurement or other related areas;
  • Experience in training and consulting of at least 4 years;
  • Modern approach to delivery of policy advice, and training and coaching of civil servants, together with experience of training delivery for governmental officials;
  • Detailed agenda on the proposed module(topics) and methodology used to carry out required activity; List of didactic materials and practical support to be used in the training process;
  • Excellent knowledge of Romanian. Knowledge of English is an asset.
