National Consultant in elaboration of the Human Rights Information and Communication Strategy for the Centre for Human Rights and National Preventive Mechanism - Torture Prevention Project

Background:
UNDP Moldova is seeking to contract a national consultant who will increase the visibility and capacity of the newly created National Preventive Mechanism and Centre for Human Rights, by developing a sound and realistic Information and Communication Strategy to support the given mechanisms to ensure effective internal and external communication and human rights awareness (including on torture prevention) of the public at large. The Strategy should be developed for short, medium and long term (2010- 2014).
Tasks and responsibilities:
- Conduct a desk study on the existing national strategic, policy and normative documents related to the functioning and responsibilities of Parliamentary Advocates, Centre for Human Rights, National Preventive Mechanisms, relevant international and NGO reports, other relevant documents/normative acts which set the framework for communication with different actors, etc;
- Analyze the existing surveys/reports (including the Public Opinion Barometer) on trust in public human rights and justice institutions, prevention of the prevalence/incidence of torture and other cruel, inhuman or degrading treatment or punishment, etc.;
- In cooperation with the project’s Communications Coordinator, meet with the representatives of the Ombudsman Institution / Centre for Human Rights and National Preventive Mechanism, Ministry of Justice, Ministry of Internal Affairs, specialized NGOs (Amnesty International Moldova, Rehabilitation Centre for Torture Victims etc.), national mass media (the main newspapers and TV and radio channels) and International Organisations (Council of Europe, European Commission, OSCE, and UNDP) etc. in order to get a clear understanding of the current status and needs to be addressed;
- In cooperation with the Communications Coordinator, develop and present a draft content and structure of the strategy, its main components for approval to the Project Manager;
- Incorporate the recommendations and suggestions for improvement of the draft document and submit the final Human Rights Information and Communication Strategy in English;
- Submit the final version of the strategy and action plan for the approval by Head of the Ombudsman Institution and UNDP Project Manager;
- Provide a capacity building workshop for the relevant Ombudsman Institution services.
Qualifications and skills required:
- University degree in communications science, sociology and human rights or related fields;
- Knowledge of human rights reforms and trends in the CIS countries, UN agenda and UNDP assistance areas and communication style;
- Knowledge of the UN Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) and the Optional Protocol to the CAP (OPCAT) and other relevant field documents;
- 3 to 5 year of professional experience in developing communications strategies and action plan, preferably in the context of human rights;
- Demonstrated capacity of drafting clear messages and concise reports;
- Excellent training and moderation skills;
- Excellent interviewing, public speaking at high level;
- Proven experience in working with the international organizations (successful experience in working with UN agencies is an asset);
- Excellent knowledge of Romanian. Knowledge of English and Russian will be an asset.
