Project Officer/Grants Coordinator - Support to Civil Society in Transnistria Project

Background:

Under the guidance and direct supervision of the Project Manager, the Project Officer/Grants Coordinator contributes to the effective and efficient management of the Support to Civil Society in Transnistria project by supporting the design, planning and management of sub-projects. The overall objective of the project is to address the needs of Transnistrian communities by increasing their access to basic social and economic services, as well as to objective and diversified sources of information.

Funded by the European Commission, the project will support confidence building initiatives and actions that foster development of civil society in the Transnistrian region, bringing together organizations from the Transnistrian region and the rest of Moldova to work on development opportunities of common interest.

 

 

Summary of key functions:

  1. Project Management:  practical cooperation of assigned areas of project activities and resources in order to meet expected results; work on the quality of concept papers, proposal outlines and agreements in close cooperation with the grant recipients; establish monitoring and evaluation systems; ensure timely submission of financial and activity reports by NGO recipients; advise grant recipients on strategies to be put in place to facilitate results-based implementation of project activities; contribute to the preparation of qualitative work plans and financial progress reports;
  2. Support to the project cell and overall coordination: Support the Project Manager and CO Programme section in general in project development, formulation and processes with necessary contribution.
  3. Knowledge Management: Support wide dissemination, promotion of UNDP/EU goals and values ensuring visibility of project achievements at the national/local level.

 

Qualifications and skills required:

¨        At least three years of progressively responsible experience is required at the national or international level in the areas of CSO development; experience in community-oriented environment programmes, project design, implementation, and monitoring and evaluation. Experience of work in Transnistria region and/or in programmes financed by European Commission is a very strong advantage.

¨        University/Master Degree in Political Science, Social Studies, Public Administration, Business Administration, Economics, Law or other related field.

¨        Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

¨        Fluency in both oral and written English, Russian and Romanian is a must.
