National Consultants for examining and evaluating applications within the Small Grants Program 2009 – Torture Prevention (SGP 2009) and selecting the organizations to be funded within the SGP 2009 - Torture Prevention Project

Background:

The Project “Support to Strengthening the National Preventive Mechanism (NPM) as per Optional Protocol to the Convention against Torture (OPCAT) provisions” has launched a Small Grant Program – Torture Prevention (SGP 2009). The aim of the SGP-2009 is to financially support Non-Governmental Organizations, particularly those working in the field of prevention of torture, to provide legal aid to the victims of torture; launch or continue rehabilitation and social inclusion initiatives/services; undertake monitoring, reporting and related awareness-raising activities; as well as to undertake other relevant activities in the area of prevention of torture, thus contributing to strengthening the National Preventive Mechanism in the Republic of Moldova. The Project seeks to contract 2 (two) National Consultants for examining and evaluating applications within the Small Grant Program 2009 – Torture Prevention (SGP 2009) and selecting the organizations to be funded within the SGP 2009.

Tasks and Responsibilities:

  • Examine relevant documents to SGP 2009 (SGP Applicant’s Guide, Application Form, Evaluation Form etc.);
  • Participate in all working meetings of the team of consultants, including those organized by the Project;
  • Examine and evaluate the applications received within the SGP 2009;
  • Fill in Evaluation Forms for each application and provide reasons/justification and necessary explanations on eligibility of organization and proposed project/activities and specify the recommended amount of the grant to be provided;
  • Develop the list of examined applications. The list will include the following: number of the application file, name of the applicant/organization, project name, project coordinator, domain addressed by the project, applicant’s contact details, and the Consultant’s decision regarding the funding;
  • Develop and sign the Minutes of the Evaluation Panel meeting with approved decisions and recommendations.

Qualifications and skills required:

  • University degree in law, political sciences, social sciences or other relevant fields;
  • At least 3 years of professional experience in coordination and administration of projects within a NGO or an international organization;
  • Demonstrated knowledge of the human rights situation in Moldova, as well as of relevant international and regional human rights law and oversight mechanisms, and in particular the UN Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) and the Optional Protocol to the CAP (OPCAT);
  • Experience in working with international organizations (successful experience in working with UN agencies is an asset);
  • Knowledge of civil society in Moldova as well as of the particular activities of human rights NGOs;
  • Ability to analyze and evaluate;
  • Ability to formulate ideas orally and in writing;
  • Ability to work in a team;
  • Developed skills in communication with different categories of people;
  • Excellent computer skills;
  • Excellent knowledge of Romanian and Russian. Knowledge of English is an asset.
