National consultancy for aligning the normative framework to the Law on ensuring equal opportunities between women and men – UNIFEM Moldova

Background:

UNIFEM Moldova is seeking to hire a group of local consultants to carry out a comprehensive assessment of the existing normative framework and to formulate recommendations on the alignment to relevant international human rights standards and to the stipulations of the Law on Ensuring Equal Opportunities between Women & Men adopted on February 9, 2006 and promulgated on March 16, 2006; and to map the existing institutional framework and roles and responsibilities of line institutions in implementation of the Law.

Scope of work:

The key objective of this assignment is to develop specific recommendations for aligning the Law on ensuring equal opportunities for women and men (further as GEL) to the international frameworks as well as harmonizing the national legislation with the provisions of the GEL. More specifically, the task of the consultant will include the following major Objectives:

Objective 1: Recommendation of GEL harmonisation with the international frameworks;

Objective 2: Elaboration/drafting of by-laws under GEL, including regulations & procedures on the basis of harmonization of the national legislation to GEL provisions;

Objective 3: Consultation with national stakeholders & finalization of recommendations for alignment of national legislation to GEL;

Objective 4: Assistance to the Government (Ministry of Social Protection, Family & Child) in finalizing the report, including lobbying for approval of by-law for GEL implementation.
