Team of 2 National Consultants/Trainers to develop and deliver a training on the prevention of torture to the representatives of the national and local mass-media - Torture Prevention Project

Background:
The European Commission and UNDP undertook cooperation towards the implementation of the “Support to Strengthening the National Preventive Mechanism (NPM) as per OPCAT provisions”. UNDP places an important emphasis on communicating to beneficiaries and partners its development assistance results, as well as the donors’ contribution to their achievement. For this purpose the organization seeks to embark on a series of targeted communications interventions that would showcase the results of project activities and their ultimate impact on beneficiaries.
The Project seeks to contract 2 (two) National Trainers who shall develop and deliver one 2-days training on the prevention of torture to the representatives of the national and local mass-media (around 16 participants).
Tasks and Responsibilities:

develop the training module on the prevention of torture and other cruel, inhuman or degrading treatment or punishment for mass-media representatives (including agenda, working methods and procedures, background materials and evaluation forms of participants);
- compile the agenda and all training materials to be approved and printed and submit the final version to the Project Manager in due time;
- prepare and provide information materials (existing legislation, Reports, Studies, Assessments, articles etc.) of the Moldovan situation on the area of torture and other cruel, inhuman or degrading treatment or punishment to improve the participants knowledge of the torture situation in Moldova;
- prepare the handouts for participants at the training;
- prepare and submit to the Project Manager a list of stationery and equipment needed for the delivery of the training and will be responsible for their proper use;
- participate in all working meetings directly related to his/her activity;
- deliver one 2-days training on the prevention of torture and other cruel, inhuman or degrading treatment or punishment for mass-media representatives;
- organize debriefing on each training day and adjust the training agenda and sessions if needed;
- prepare the evaluation forms for the participants at the training on covering torture prevention and other cruel, inhuman or degrading treatment or punishment;
- ensure submission of evaluation forms filled in by participants to the workshops to the Project Manager;
- develop and submit to the Project Manager a Final Report on delivered training on the prevention of torture and other cruel, inhuman or degrading treatment or punishment for mass-media representatives (in Romanian).
Qualifications and skills required:

University degree in public relations, communication or journalism, social sciences, political science, or other related fields;
- At least 3 years of working experience in journalism, coordination and administration of social/ human rights campaigns, communication activities;
- Experience in developing and delivering communication training programs;
- Extensive knowledge of national and local mass-media and basic knowledge of Human Rights in the Republic of Moldova;
- Knowledge of Human Rights, including international Human Rights;
- Successful experience in working with UN agencies and international organizations would be an asset;
- Effective communication skills with different categories of people, including public officials, mass media and NGO representatives;
- Excellent self-organisation abilities;
- Ability to work in a team;
- Initiative, resourcefulness, timeliness;
- Excellent knowledge of Romanian and Russian languages;
- Personal attitudes and qualities: Good interpersonal skills, solid judgment/ decision making, initiative, creativity and team player, self-starter and results-oriented, responsibility/accountability, confidentiality, creativity, thoroughness, objectivity, flexibility and promptness.
