Group of national consultants to improve the representivity, coverage and management effectiveness of the protected area system - PAS Project

Background:

The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to the Moldovan Ministry of Ecology and Natural Resources in the implementation of the GEF Medium Size Project (MSP) “Improving coverage and management effectiveness of the Protected Area System in Moldova”. The project aim to enhance the coverage and management effectiveness of the protected area system of Moldova by piloting - within the broader framework of the National Environmental Network - the establishment of the first National Park in Moldova, and by strengthening the capacities at the systemic, institutional and individual levels to establish and manage a representative protected area system.

Tasks and responsibilities:

  • validation of the current system of protected areas;
  • drafting of legislative framework in protected area system;
  • designing the protected area database structure and maintain the biodiversity data as an integral part of the government EIS;
  • mapping the individual protected areas making up the protected area system of Moldova and supporting the Orhei National Park creation process;
  • support in establishment of the Orhei National Park (preparing a reports on the state of flora, fauna and socio-economic situation, identifying current trends, problems as well as need and priorities;
  • strengthen the governance, institutional and operational management arrangements for the national protected area system.

Qualifications and skills required:

  • Relevant university degree – preferably in the environmental (biology, botany, zoology, forestry), social, economic, cadastre and computer sciences or other field related to PA management.  In addition to specialist knowledge in environment protection and natural resources management, sound knowledge of socio-economic and legal issues is an advantage;
  • At least 5 years of relevant professional experience;
  • Knowledge of  Protected Area System and experience with projects financed by international development agencies;
  • Good analytical and writing skills;
  • Good knowledge of Romanian and Russian. English will be an asset.
