National Consultant for Institutional Development Outcome EvaluationVacancy Number: 64 /Pr-2009Background: UNDP Moldova is seeking to employ two consultants (one international and one national) to conduct a complex mid-term evaluation of the Institutional Development Outcome of the Country Programme Document 2007-2011. The team of 2 consultants will work closely together coordinated by the international consultant and under the overall supervision of the UNDP Programme Analyst for Governance. The international consultant will be responsible for qualitative final deliverables. Tasks and responsibilities: This is a summary progress evaluation, aiming to assess the extent to which programme and project activities implemented with partners during 2007-2009 have contributed to progress under CPD Outcome 1.4, as well as overall contribution to the UNDAF Outcome 1 implementation, also, the achievement of set targets, whether existing UNDP’s partnership arrangements with local partners proved to be successful and relevant and overall whether UNDP-supported activities have contributed to improved performance of governance institutions in Moldova. Evaluators shall take into account and rank the following items:
Qualifications and skills required:
