Team of National Consultants for the revision of the Moldova National Strategy and Action Plan "Electronic Moldova" - "Building e-Governance in Moldova-2" Project

Background:

UNDP Moldova is seeking to employ a team of consultants to revise the National Strategy and Action Plan “Electronic Moldova”.  The team of 3 consultants will work closely together coordinated by the Team leader and the Project Manager. The Team leader will be responsible for qualitative final deliverables.

Summary of Tasks:

The main goal of assignment is to revise the e-Moldova Strategy and Action Plan in the light of the best international practices, latest European and international policy and strategic papers like Lisbon i2010 Strategy, New EC Regulatory Package in e-development.  The revised Strategy will take into consideration, but not limited to:

  • National Development Strategy;
  • Geneva and Tunis WSIS Agenda Action Plan;
  • European i2010 Strategy;
  • New European Union Regulatory Policy;
  • Best regional practice;
  • ITU and EU crisis documents.

Qualifications and skills required:

  • Advanced degree in computer science in public administration, governance, economics, and/or other areas relevant for the assignment;
  • In-depth knowledge and understanding of ICT and relevant work experience;
  • Experience in e-Strategy development, strategic planning, project and programme implementation in ICT sector;
  • Minimum of 7 years of experience in institutional organization and business management in complex environments, experience in strategic processes planning, in project management, drafting reports, working with Government institutions;
  • Previous experience with policy and strategic documents formulation would be an asset;
  • Ability to analyse,  plan, communicate effectively orally and in writing, draft report, solve problems, organize and meet expected results, adapt to different environments (cultural, economic, political and social);
  • Fluency in English orally and in writing. For National Consultants fluency in Romanian is mandatory.
