National Consultant for revision and coordination with relevant Government Authorities of the draft Concept of Information System of the NBS of the Republic of Moldova and draft Technical specifications for building the e-Reporting subsystem – Building e-Governance in Moldova-2 Project

Background:

UNDP seeks a consultant who will review and coordinate with relevant Government authorities the Concept of IT system for the National Bureau of Statistics (NBS) of Moldova and the Technical specification for the e-Reporting system, in cooperation with the NBS.

Tasks and Responsibilities:

The main goal of the review is to facilitate the process of revision of the Concept of IT system for the NBS of Moldova and the Technical specification for the e-Reporting system and incorporate comments and proposals from the Ministry of Information Development, Ministry of Economy and Trade and relevant authorities.

Qualifications and skills required:

  • Advanced degree in computer science/statistics, in public administration, governance, economics, and/or other areas relevant for the assignment;
  • In-depth knowledge and understanding of ICT and e-Governance development issues and relevant work experience;
  • Knowledge of e-statistics instruments and methods of e-statistics development is required;
  • Experience in project and programme implementation in e-services development;
  • Knowledge of the government institutions;
  • Full understanding of IT statistical systems;
  • Minimum of 5 years of experience in institutional organization and business management in complex environments, experience in strategic processes planning, in project management, drafting reports, working with Government institutions;
  • Previous experience with e-statistics and concept formulation would be an asset;
  • Ability to analyze,  plan, communicate effectively orally and in writing, draft report, solve problems, organize and meet expected results, adapt to different environments (cultural, economic, political and social);
  • Fluency in English orally and in writing. Fluency in Romanian is mandatory.
