Team of National Consultants to develop the initial training curricula for Ministry of Information Development staff in policy making and training of 30 persons – Building e-Governance in Moldova-2 Project

Background:

UNDP Moldova is seeking to employ a Team of Consultants, specialized in Public Administration with experience in design and implementation of Curricula and provide training of the staff within the Ministry of Information Development.

Tasks and Responsibilities:

In order to achieve objectives the team will:

  • Based on interview with the senior staff of the Ministry develop the draft list of issues to be addressed within training;
  • Develop draft curricula;
  • Develop training materials and tools;
  • Develop the schedule of training;
  • Submit developed materials to the international consultant for revision;
  • Coordinate the developed materials with the MID;
  • Submit the final version for approval;
  • Perform training;
  • Submit the report.

Qualifications and skills required:

  • University or Higher Degree (MA and Ph.D.) in Pedagogy, Sociology, ICT or other relevant fields;
  • Proven experience in developing curricula methodology, tools and curricula, informative and didactical materials;
  • Extensive knowledge of legal and policy education specifics;
  • Proven experience in developing and delivering training programmes (preferably in policy making);
  • Extensive experience in training of adults, especially in ICT policy making;
  • Overall knowledge about human rights and legal issues;
  • Ability to analyze and generalize, to develop methodical and training materials;
  • Ability to train adults;
  • Ability/capacity to provide consultancy services;
  • Ability to work in a team;
  • Efficient communications and writing skills in legal area;
  • Extensive PC skills, ability to use Internet;
  • Fluent in State Language. Knowledge of Russian and English is an asset.
