Project Assistant – Improving coverage and management effectiveness of the Protected Area System in Moldova Project

Background:

The Protected Area System (PAS) of Moldova is not uniformly distributed in the landscape and there are substantial gaps, particularly in terms of steppe habitats, that need to be addressed to ensure the adequate representation of the main types of ecosystems. Protected areas are also highly fragmented and are not achieving the conservation objectives for landscape-scale ecological processes. The 4 years project funded by the Global Environment Facility (GEF) aims to improve the representativity and coverage of the Protected Area System in Moldova and to build the capacity of Protected Area institutions to more effectively establish and administer a representative system of protected areas (PAs) in Moldova. In the Orhei district the establishment of the first National Park in Moldova will be piloted.

Tasks and Responsibilities:

  • Pro-actively contribute to day-to-day project implementation and ensure conformity to expected results and project work-plans;
  • Provide support to international consultants in the implementation of their tasks for the achievement of project results (communication, contracts, agenda, visas, hotel reservations, etc);
  • Prepare and issue contracts; Maintain records on all project personnel/national consultants;
  • Draft minutes of Project Steering Committee meetings;
  • Monitor budget expenditures and maintain a proper record of approved project budgets and their revisions;
  • Prepare proposals for budget revisions and expenditure and project budget status reports;
  • In accordance with the Annual Work Plans arrange for procurement of equipment, supplies and services; Maintain equipment inventory;
  • Arrange meetings, workshops and field visits, maintain project correspondence and assume overall responsibility for administrative matters of a more general nature.

Qualifications and skills required:

  • University Degree in Economics, Finance, Accounting, Business Administration or other related fields. Additional education in Environmental Protection is a desirable asset;
  • At least three years of experience in administrative work, accounting/finance, economics, or other substantive area is required. Education in Environmental Protection is an asset. At least two years of previous experience in development assistance or related work for a donor organization, consulting company, or NGO is compulsory; Previous experience with UNDP is a very strong advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, Power Point etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
