National Consultant to perform needs assessment of local public authorities in enhancing of public services delivery for citizens using ICT tools - e-Governance Project

Background:

UNDP seeks a consultant who will assess the situation in at least 10 rayons to identify areas of interventions for initiatives that contribute to the delivery of public services, using ICT tools and also stimulating sustainable local development.

Tasks and Responsibilities:

The main goal of assignment is to undertake a needs assessment of LPA and develop a set of requirements to organise a grant competition as a result of which awards will be given to organizations that would implement development initiatives for enhancing citizen access to and participation in decision making process at community level.

Qualifications and skills required:

  • Advanced degree in computer science/statistics, in public administration, governance, economics, and/or other areas relevant for the assignment;
  • In-depth knowledge and understanding of ICT and e-development development issues and relevant work experience;
  • Minimum of 5 years of experience in institutional organization and business management in complex environments, experience in strategic processes planning, in project management, drafting reports, working with Government institutions;
  • Ability to analyse,  plan, communicate effectively orally and in writing, draft report, solve problems, organize and meet expected results, adapt to different environments (cultural, economic, political and social);
  • Fluency in English orally and in writing. Fluency in Romanian is mandatory.
