National Consultant on Trade Policies - Umbrella ProjectVacancy Number: 39 /Pr-2009Background: UNDP supports the national development priorities of the Republic of Moldova through capacity building in the formulation, coordination, monitoring and evaluation of development policies and programmes and through strengthening the national capacity to mobilize donor resources for their implementation. Within this framework UNDP provides support to the Office of the First Deputy Prime Minister (FDPMO). Tasks and Responsibilities: The tasks under this assignment will be the following: assess the current institutional and regulatory framework in Moldova in terms of trade policies of the country; assist in assuring the coherence of the international commercial profile institutions membership status connected activities, as well as the coherence of the commercial policies promoted by the Government of the Republic of Moldova; provide recommendations and support in the development of the normative framework in the mentioned segment. Recommendation on clear division of functions and responsibilities among Moldovan institutions should be considered; offer support on a daily basis to the First Deputy Prime Minister in matters of commercial policies and quality infrastructure of Republic of Moldova; support and facilitate necessary dialogue between the FDPMO and line ministries, required to establish agreed national priorities, with any supporting research and analysis as required; support analytical and planning capacity of the FDPMO in development of strategy papers; provide support to FDPMO in organization of workshops, seminars, round tables in the designated segment.
