3 Consultants for development of Public-Private Partnership projects - Public Private Partnership Development Project

Background:
PPP Development Project is designed as a complementary facility to the many existing initiatives and institutions, and works with a variety of partners at national and local levels with the purpose to increase the capacity of central and local governments to promote, develop, operate and manage public-private partnership projects for infrastructure development and the provision of basic services.

Tasks and Responsibilities:

The UNDP intends to recruit a team of 3 consultants that will assist public authorities in development of small scale PPP projects. At the preliminary phase of work, the consultants will participate in the screening of interested public authorities as to evaluate their capacity for implementation of PPP projects and appropriateness of proposed projects to the PPP concept. The input of consultants will be used by our project in the process of selection of 5 projects for further assistance. For all 5 selected potential PPP projects the consultants shall grant assistance to the leadership of local or central authorities (further - implementing agencies) for feasibility analysis of selected potential PPP projects, setting up the necessary institutional framework for development and implementation of the PPP projects.

Qualifications and skills required:

Education and experience:

For 2 Consultants on PPP projects development:

  • Advanced university degree in public administration, finance, economic or other relevant fields;
  • At least 3 years proven experience of projects development in the field of public utilities and services (water, sewerage, waste collection and recycling/storage, area/territory development);
  • At least 5 years total experience in public management, management of public utilities/services, or consulting sector related public management and public utilities/services.

For Consultant on legal issues related with development of PPP projects:

  • University degree in law, a postgraduate degree would be a strong advantage;
  • At least 3 years proven experience as legal advisor in public utilities and services, public procurement, public services and infrastructure regulation, development of projects (public/ business);
  • At least 5 years total experience in legal field.
