Web Graphic Designer - Electoral Support to Moldova Project

Background:
Through the “Electoral Support to Moldova” Project, United Nations Development Programme is assisting the Central Electoral Commission of Moldova (CEC) in democratic development in Moldova through strengthening of the electoral processes over the coming electoral cycles up to 2013 with immediate emphasis on the 2009 parliamentary elections.
Tasks and responsibilities:
- Will be responsible for the visual brand, design direction, and identity standards for the CEC;
- Creates and manages design concepts, hands-on design and art work, and leads the development and implementation of high-quality, interface design, configuration and graphic design;
- Conceptualizes and designs Website layout, graphics, logos and banners;
- Generates graphic images/illustrations, interactive presentations, flash files, sound, and video into multimedia programs for use on the Web or CD/DVD;
- Works closely together with CEC Direction of Information and the PR Advisor to the CEC and Moldova Electoral Support members to ensure that all design and programming activity is coordinated.
Qualifications and skills required:
- Licensed Specialist or Equivalent in Visual Communications/Graphic Design;
- Minimum of 4 years experience in graphic design;
- Previous experience in media and communications, governmental institutions, NGO or private sector / consulting firm is a very strong advantage;
- Strong operational and communication skills;
- Knowledge of Photoshop, Illustrator, Acrobat, MX Flash, MX Fireworks, Xara3D6, ImageReady, Word, PowerPoint and other graphics applications;
- Excellent design skills, including typography, layout, color, user interface and navigation;
- Strong logo/property and banner development skills;
- Knowledge of HTML, DHML, VB Script or JavaScript;
- Strong organizational skills & ability to handle multiple tasks under tight deadlines is essential;
- Understanding of the underpinning of the web development process;
- Fluency in both oral and written Romanian and Russian is a must. Knowledge of English desired (must be able to communicate in English).
