National Consultant to develop concept document on educational training system for the Ministry of Foreign Affairs and European Integration

Background:
The “Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration” project has the overall objective of strengthening the institutional capacity of the MFAEI so that it can exercise its functions in a more efficient manner, operate transparently and fulfil its European Integration commitments.

Tasks and responsibilities:

  • Analyze the Training Needs Assessment and Recommendations Report and other related documents and ensure that the need for practical, interactive, action-based learning mechanisms is met;
  • Undertake a comprehensive review of the relevant national legal framework, relevant studies and researches in the foreign affairs education area;
  • Assess the existing policies/programs in the educational training system for MFAEI;
  • Discuss and submit the assessment/proposed methodology, draft content/structure of study/report for approval to the national and UNDP counterparts;
  • Assess and identify the gaps in the legal, institutional frameworks, as well as information/communication and human resources related educational training system for the Ministry of Foreign Affairs and European Integration;
  • Develop and submit a report on educational training system for the Ministry of Foreign Affairs and European Integration.

Qualifications and skills required:

  • Master’s degree in the area(s) of public administration, education, management, foreign relations;
  • At least 5 years experience in public administration issues / education sector;
  • Extensive knowledge of civil service education system/specifics;
  • Demonstrated knowledge and experience in carrying out assessments, feasibility and comparative studies, monitoring and evaluation activities;
  • Qualification and proven skills in training curriculum design as well as training of trainers;
  • Strong team leadership abilities and communication skills;
  • Fluent in Romanian and Russian and written English.
