Information Technology Specialist - “Electoral Support to Moldova” Project

Background:
Through the “Electoral Support to Moldova” Project, United Nations Development Programme is assisting the Central Electoral Commission of Moldova (CEC) in democratic development in Moldova through strengthening of the electoral processes over the coming electoral cycles up to 2013 with immediate emphasis on the 2009 parliamentary elections. 

Tasks and responsibilities:

  • Prepare a development plan in order to identify critical tasks that should be taken for capacity building for the CEC in the area of IT for the Project;
  • Advise the CEC with the overall substantive concept and planning based on best practice of the promotion of effective Voter Registration, External voting and (internet) Voting Systems;
  • Conduct a general peer review of the substantive work in the area of IT for the Project including review, comments and develop, where required the technical specification/terms of reference to support the IT requirement for the Project;
  • Coordinate and support the evaluations of the IT tender/s for the Project;
  • Oversight and quality assurance of the State Register of Voters system (SRoV) contract;
  • Provide other necessary IT advice and support to Project’s operations.

Eligibility criteria for potential candidates:

  • University Degree in ICTs or related discipline coupled with relevant ICTs experiences;
  • Knowledge and experience in ICT used in Civil/Voter Registration or other Secured Identification exercises
  • Broad Experience in project and programme implementation Civil/Voter Registration or other Secured Identification exercises
  • Five years relevant work experience, at least three (2) of which involve programming, management and advice on electoral assistance activities, especially in the field of Civil/Voter Registration or other Secured Identification exercises
  • Experience in planning and formulating technical specification for electoral assistance projects for international organizations;
  • Experience in working with transitional and emerging democracies and/or post-conflict environments;
  • Computer proficiency, including knowledge of database issues and of MS Office products (Word, Excel, Powerpoint), Front Page, Adobe In-Design; web-based management systems.
  • Proficiency in written and spoken English. Notions of Romanian and Russian, an asset.
