NGO-Info Hot Line Consultant - “Increasing financial sustainability of Civil Society Organizations in the Republic of Moldova” Project

Background:
UNDP Moldova is seeking to employ a National Consultant to provide on-going consultancy and information to citizens on legal issues regarding creation, registration, operational activity, reorganization and liquidation of NGOs in the Republic of Moldova through a telephonic hot-line during five working hours per working day, from 13:00 to 18:00.

Tasks and responsibilities:

  • provide information and consultancy for all incoming inquires on the telephonic hot-line during five working hours per working day, from 08:00 to 13:00 on the following issues:
    1. legal issues regarding creation, registration, operational activity, reorganization and liquidation of the NGOs in Republic of Moldova;
    2. legal issues regarding applying for and obtaining a Public Benefit Certificate;
    3. operational issues regarding filling in the new Registration Certificates and use of software for printing Registration Certificates for local NGOs by the representatives of Local Public Administration in charge with registration of NGOs at the local level;
  • registry all incoming inquires in the register;
  • keep update with the legal framework regarding CSOs;
  • prepare monthly report on the number, type and dynamics of inquires;
  • prepare and monthly update the list of Frequently Asked Questions (FAQ) in the CSO legal framework;
  • contribute to the elaboration of NGOs registration checklists and guides.
  • Qualifications and skills required:

  • Law students at minimum 2nd year of study at law department;
  • Good knowledge of Civil Law, in general, and NGO legal and operational framework, in particular;
  • Good knowledge of Romanian and Russian;
  • Excellent communication skills;
  • Analytical skills;
  • Responsibility, flexibility, creativity;
  • Ability to work independently;
