The scope of work: development of the Concept of implementation of bar code based processing of Declarations for Main State Fiscal Inspectorate (MSFI)
Background
The National Consultant in cooperation with the Project, Ministry of Information Development and Main State Fiscal Inspectorate will produce a Concept of information subsystem for preparation and delivery of tax declarations by natural and legal persons of Moldova with use of the bar-code mechanism.
Summary of tasks:
- Assess the e-declaration system from the point of bar-code processing implementation alternatives;
- Outline and draft the Concept with short presentation of alternatives
Qualifications and skills required:
- Advanced degree in computer science, in public administration, governance, economics, and/or other areas relevant for the assignment
- In-depth knowledge and understanding of ICT and e-Governance development issues and relevant work experience.
- Experience in project and programme implementation in e-services development.
- Knowledge of the government institutions,
- Understanding of IT tax systems.
- Experience in institutional organization and business management in complex environments, experience in strategic processes planning, in project management, drafting reports, working with Government institutions.
- Previous experience with computer science and concept formulation would be an asset
- Fluency in English and Romanian orally and in writing.
