The scope of work: assessment of previous WEBTOP contests experience and development of new appraisal methodology for the WEBTOP contest


Background
The National Consultant in cooperation with the Project, Ministry of Information Development and any other involved stakeholders will assess all the areas where issues have been identified in organization of the WebTop contest, provide recommendations for the contest improvement and proceed with its launch for the year 2008.

Summary of tasks:

  • Summarize the main achievements and gaps of previous editions of the contest,
  • Provide recommendations for the contest improvement and sustainability,
  • Thoroughly reviews and revises the contest regulatory document with specific focus on its evaluation methodology part.

Qualifications and skills required:

 

 

  • In-depth knowledge on Law application in contests organisation and understanding of ICT development issues and relevant work experience.
  • Understanding of web technologies.
  • Minimum of 4 years of experience in institutional organization and business management in complex environments.
  • Previous experience in different contests, tenders, etc results evaluation.
  • Ability to analyze,  plan, communicate effectively orally and in writing, draft reports, solve problems, organize and meet expected results, adapt to different environments (cultural, economic, political and social).
  • Fluency in English and Romanian orally and in writing.
