National Consultant for the Consular Affairs Department of the Ministry of Foreign Affairs and European Integration -“Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration Project”

Background:
The “Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration” project has the overall objective of strengthening the institutional capacity of the MFAEI so that it can exercise its functions in a more efficient manner, operate transparently and fulfil its European Integration commitments.

Tasks and responsibilities:

  • Get acquainted with the institutional plan of the Ministry of Foreign Affairs and European Integration for 2009 – 2011 and other related documents; analyze policy documents regulating the CAD` activity; study relevant positive experience of the other countries;
  • Review and asses the existing legal, regulatory and organizational framework of consular affairs including: analyze internal regulations of Consular Affairs Department and provide concrete recommendations on their amendment in to optimize its functions and to (avoid/exclude duplication of functions);
  • Perform functional and institutional analysis of the CAD though the review of internal structure and list of functions and present concrete recommendation for improvement of the respective Department’s functioning and optimal distribution of the tasks;
  • Provide recommendations on assistance needed for Consular Affairs Department.

Eligibility criteria for potential candidates:

  • University degree in law, economics, public administration, management and/or areas relevant for the assignment;
  • Minimum 5 years of relevant experience in collaboration with the government sector;
  • Previous experience / participation in assessment of the regulatory mechanism of the governmental institutions, policy/strategy development in/for governmental institutions and paper formulation;
  • Strong analytical and drafting skills;
  • Knowledge of the peculiarities of the consular affairs sector would be an added advantage;
  • Knowledge of Romanian, Russian and English.
