Local Consultant for the Development of Curriculum for the Capacity Building of the Statistical Personnel - Joint Project “Strengthening the National Statistical System”

Background:
The overall expected result of the Joint Project is to improve data collection, dissemination and use of statistical information with particular attention to national needs and official statistics overall conformity with international standards. A continuous training programme for interviewers and supervisors, who activate in the country under NBS coordination, will be set up aiming at enhancing the quality of data collected from households, creating and maintaining the image of professional network of interviewers and supervisors.

Tasks and responsibilities:
The selected national consultant will develop the curriculum for the training of interviewers and supervisors participating in the Labor Force Survey and Household Budget Survey (“Methodology of Conducting Statistical Surveys”). He/she will work in close cooperation with the NBS Divisions, the staff of which so far conducted the trainings under this module and dispose of all the methodological and procedural materials, as well as the consultants who will develop the curriculum for “Interviewing and Communications Skills”.

Qualifications and skills required:

  • University in pedagogy, social science, management, psychology, PR, and/or areas relevant for the assignment;
  • Other formal education relevant for the assignment;
  • A minimum of 5 years of professional experience in development of educational programmes and curricula;
  • Previous experience in development and conducting of training sessions for adults;
  • Familiarity with European/international standards and best practices would be an asset;
  • Good teaching capacities, using advanced teaching methods and tight communication with auditorium;
  • Good capacities for working in team, responsibility, excellent analytic qualities, communication skills;
  • Advanced information analysis skills, good drafting skills;
  • Familiarity with statistical surveys procedures would be an asset;
  • Excellent communications skills in oral and written Russian and Romanian, good knowledge of English would be an asset.
