Local Consultant for the Development of Functional Analysis
of the National Bureau of Statistics - Joint Project “Strengthening the National Statistical System”

Background:
The overall expected result of the Joint Project is to improve data collection, dissemination and use of statistical information with particular attention to national needs and official statistics overall conformity with international standards. One of the most important conditions for the successful implementation of the recently approved National Development Strategy 2008-2011 is the improvement of Moldovan central public administration (CPA) performances. To continue the implementation of CPAR, central public authorities have been recently charged by the Government with the task to develop and implement institutional development plans at the level of individual institution. The complexity and significance of CPAR actually calls for additional and customer-tailored interventions.
Tasks and responsibilities:
- Get acquainted with previous functional reviews and other documents related to the public administration reform; analyze the policy documents regulating the NBS’ activity; study the relevant positive experience of other countries;
- Design a detailed work plan and methodology to be applied by coordination with NBS and the Project staff;
- Analyze the internal regulations of Bureau and subordinated bodies and provide concrete recommendations on their amendment in order to avoid/exclude the duplication of functions among them and optimize their functions;
- Perform the functional and institutional analysis of the NBS (in cooperation with its management, heads of subordinated divisions), through the review of internal structure and list of functions & personnel (of NBS and the subordinated divisions) ,and submit concrete recommendations for the improvement of the respective institution’s functioning and optimal functional distribution of the tasks, as well as optimization of functions & personnel list;
- Undertake and facilitate interviews and discussions with divisions under review;
- Collect and analyze information under the guidance of international consultant;
- Actively participate in the discussion of the delivered results (developed documents) with NBS and other relevant institutions and advocate for them;
- Assist the Bureau in formulation of its institutional development plan (IDP) for 2009-2011 and its adjustment according to the feedback received from other key-stakeholders during the review of this document.
Qualifications and skills required:
- University degree in economics, public administration, management, law and/or areas relevant for the assignment;
- Minimum 5 years of relevant experience in collaboration with the government sector;
- Previous experience / participation in carrying out functional, budgeting, needs analysis, policy/strategy development in/for governmental institutions and respective paper formulation;
- Strong analytical and drafting skills;
- Availability to work with UNDP and NBS during the indicated/approved period;
- Knowledge of the peculiarities of statistical sector would be an advantage;
- Flexibility in responding to the needs of the contracting agency;
- Experience in working with international organizations and UN agencies in particular;
- Knowledge of Romanian, Russian and English.
