Background:
The UNDP-funded Support to Environmental Protection and Sustainable Use of Natural Resources project is currently assisting the Moldovan Ministry of Ecology and Natural Resources (MENR) in the preparation of the GEF Medium Size Project (MSP) “Improving coverage and management effectiveness of the Protected Area System in Moldova”.  For this purpose, UNDP Moldova seeks qualified national consultants to provide specialist input in the preparation of the Medium Size Project Brief.  


Tasks and responsibilities:
The national consultants will be expected to work under the guidance of an international expert. The main responsibilities of the consultant(s) shall include the review of various elements of the national Protected Area System (PAS), analysis of strengths and weaknesses of the current institutions responsible for PA regulation, including reviews of institutional development in the field of PAS, and identification of major constraints for economic development of settlements in the proposed pilot project areas.


Qualifications and skills required:

  • Relevant university degree – preferably in the environmental, social, economic or other field related to PA management.  In addition to specialist knowledge in environment protection and natural resources management, sound knowledge of socio-economic and legal issues is an advantage;  
  • At least 5 years of relevant professional experience;
  • Knowledge of  PAS and experience with projects financed by international development agencies;
  • Good analytical and writing skills;
  • Good knowledge of Romanian and Russian. English will be an asset.
