EU Border Expert (BUMAD 3 Project, Component 7)

Background:
UNDP is implementing EU funded Programme of assistance for the prevention of drug abuse and drug trafficking in Belarus, Ukraine, Moldova (BUMAD Programme) in its third phase (full project details on http://bumad.un.kiev.ua). One of the objectives of BUMAD 3 programme is to harmonize drug law enforcement strategy and operational techniques while fostering cooperation at the regional level.

Under Component 3 – Land border and in-country transportation system control the project will provide training and equipment to border/customs staff responsible for the control of Moldovan borders. The focus will be on the areas adjacent to border posts. This is caused by the upward tendency in number of attempts of drug trafficking beyond border posts at the borders which are still not demarcated. Also the transport system (rail way, road) will be assessed in terms of enhancing combating drug trafficking. Particular attention will be paid to large railway junctions, main rail way directions to neighboring countries, main international highways, roads for movement of commercial vehicles, trucks. The target directions and locations are to be selected jointly by an EU expert and law enforcement agencies based on drug seizure statistics, and on analysis of probable drug trafficking routes.

Tasks and responsibilities:

  • The expert will prepare an agenda for the training, and jointly with national authorities through BUMAD project identify training location and time schedule
  • The expert will provide a 3 days training on Risk based Border Control against Drug Trafficking at train and rail roads
  • The expert will familiarize with the assessment reports prepared during BUMAD 1, 2 and 3 phases
  • The expert will provide a practical guide on Risk based Border Control against Drug Trafficking at train and rail roads
  • The expert will provide a follow up report after the training is conducted

 

Qualifications and skills required:

  • Customs or border guards officer (intelligence, profiling, organizational skills)
  • Post-graduate education in related field
  • More than ten years of relevant operational experience/practical expertise
  • Experience working in CIS or Eastern Europe
  • Fluency in English. Russian or Romanian would be an advantage
