Construction Consultant - “Better Opportunities for Youth and Women” Project

Background:
The “Better Opportunities for Youth and Women” project has the overall objective of social-economic reintegration of vulnerable groups including graduates from boarding schools and orphanages, vulnerable women and their children, and victims of trafficking, through providing training for income generating economic activities, offering job opportunities as well as psychological care in a safe, supportive environment as well as creation of quality jobs that provide good wages and benefits, career advancement opportunities, the empowerment of individuals through their participation in enterprises development, and the opportunity for long-term financial security for minimum 300 beneficiaries.

Tasks and responsibilities:

  • Maintain liaison and direct communications with the contractors. Written communications and other documents with the contractors should be initially approved by Project Manager and/or Project Steering Committee;
  • Assist project team in selection of necessary experts to be involved in specific technical expertises required by State Construction Inspectorate (SCI);
  • Maintain and facilitate the communication with local State Construction Inspectorates related to reconstruction process;
  • Monitoring of design works of Telenesti Social Reintegration Centre (SRC);
  • Prepare the tender documents for selection of a construction company responsible for reconstruction works of Telenesti SRC;
  • Assist in the evaluation of technical and financial offers submitted by construction companies;
  • Assist in the preparation of the contract with winner construction company;
  • Preparation of ToR for a construction technical supervisor;
  • Assistance in the process of selection of a field technical supervisor for Telenesti SRC construction site;
  • On a periodic basis (no less then one time in two weeks) the consultant will verify that the Construction companies perform the technical requirements of contract in accordance with the contract terms, conditions and specifications stipulated in the reconstruction design documentation;
  • Conduct all necessary inspections related to reconstruction of Social Reintegration Centre and verify that the contractors have corrected all deficiencies, in terms of quality of works and quality of materials used;
  • Monitor the contractor’s performance and notify the contractor of deficiencies observed during surveillance and direct appropriate action to effect correction. Document and report any incidents of faulty or nonconforming work, delays, or problem to the BO Project Manager;
  • Monitor the quality of the performed reconstruction works during the guaranty period and make necessary arrangements related to reparation of the identified defects;
  • Assist the project team in evaluation and monitoring of the renovation works related to the Social Entrepreneurship activities done under the UNDP funding; 
  • Submit written reports concerning contractor’s performance and renovation process status to the BO Project Manager;
  • Assist the project team in the preparation of Quarterly Reports (design and construction activities)
  • Make himself/herself available for advice and counsel to the officers and representatives of BO Project upon reasonable request, by telephone, letter or in person as requested by BO Project Manager;
  • Coordinate the activity of field Technical Supervisors;
  • Coordinate the processes of preliminary and final commissioning of the renovated building of Telenesti SRC.

Qualifications and skills required:

  • Advanced degree in Civil Works area;
  • A minimum of five years experience in the field;
  • Excellent communication and managerial skills;
  • Experience working with International Organizations is an advantage;
  • Computer literacy;
  • Availability to perform site visits;
  • Written and spoken proficiency in Romanian and Russian. Working knowledge of English is an advantage.
