Group of National Consultants -“Increasing financial sustainability of Civil Society Organizations in the Republic of Moldova” Project

Background:
UNDP Moldova is seeking to employ a group of National Consultants to develop amendments to the legal and normative framework on philanthropy and sponsorship (Fiscal Code, Law on philanthropy and sponsorship, Government Decision No. 489 as of 04.05.1998, etc.) and to the mechanism of the deductions used by legal entities and private individuals.

Tasks and responsibilities:
In order to achieve objectives, the Contractor will:

  • Analyze the current legal and normative framework on philanthropy and sponsorship, including deductions mechanism, and will assess the efficiency of the enforcement of the mechanism of philanthropic donations and sponsorships used by legal entities and private individuals;
  • Develop and discuss the amendments to the current legal and normative framework on making philanthropic donations and sponsorships by legal entities and private individuals.

Qualifications and skills required:

  • Advanced university degree in Law / Economy, Taxation or other relevant fields;
  • At least 3 years of practical experience in areas relevant for the assignment;
  • Good knowledge of the legal framework on philanthropy, sponsorship and deductions mechanism;
  • Experience in elaboration of normative acts, amendments to legal framework;
  • Knowledge of the legislation in CEE/CIS countries would be an advantage;
  • Ability to analyze and generalize;
  • Excellent self-organization abilities;
  • Ability to work in a team;
  • Advanced communication abilities with representatives of business sector, public authorities, CSOs etc.;
  • Proved work experience in working with international organizations and/or NGOs (successful experience in working with UNDP) is an asset;
  • Good knowledge of English is an asset.
