4 national consultants to align the normative framework to the Law on Preventing
and Combating Violence in Families and map the existing institutional framework

Background:
In the context of high levels of family violence incidence especially among women and children in Moldova, and the newly approved Law on Preventing and Combating Violence in Families, a comprehensive analysis of the current status and deficiencies in the legal and institutional frameworks need to be assessed. The assignment is viewed to further facilitate the advocacy and decision-making process of the Government and Parliament to proceed with the development of an action plan for combating (all forms of) violence in the Republic of Moldova and establishment of a viable mechanism of protection and monitoring of violence cases in line with international minimum standards and best practices.
Tasks and responsibilities:
- undertake an article-by-article review against other relevant laws/bylaws, extensive screening of the articles of the Law on Preventing and Combating Violence in Families and roles and responsibilities it entails for line institutions;
- provide recommendations on concrete legislative, policy and institutional related changes needed to be made in compliance with the Law on Preventing and Combating Violence in Families and international standards;
- submit the final report to the Ministry and to the relevant UN Agencies;
- present the key findings and recommendations of the study’s results in a public event and submit the key points and recommendations provided by the participants at the event
- etc.
Qualifications:
Education: University or MA degree in law, social sciences, economy, political sciences or other relevant fields.
Experience:
For legal consultants, extensive work experience in assessments of legal and institutional frameworks and harmonization with the international standards;
- For consultant on violence/gender issues, extensive work experience in policy development/implementation and service provision in the area;
- For economist, extensive experience in public finance, cost assessments, budget development;
- Very good knowledge of the human rights and violence/gender situation in the Republic of Moldova;
- Extensive knowledge of the international and national legal, as well as institutional frameworks and standards in the overall area of prevention and management of domestic violence;
- Very good knowledge of the national and international counterparts working in the area of prevention and management of gender based violence and in the broader area of human rights and equal opportunities;
- Demonstrated knowledge and experience with research, writing, and analysis in the field of international human rights.
